In the "Manage Plugins" (via Backstage) it would be great if there
could be a column that let's the user put in his/her own comments
about the listed plugins. ideally also a column showing the
"description" field already existing in (most) plugins.

This functionality is probably too specific for the core - however, it
would make for a nice plugin...

Creating a toolbar command for adding a "comment" field to any tiddler
(not just plugins) would fairly easy. However, ideally those comments
don't modify the respective tiddler (breaks sync*), which makes this a
little more complex.

Sounds like a nice suggestion. I'm not sure whether this should be part
of the core (as the plugin names are usually informative enough in this
context), but I've raised a ticket:

You can do this part already in MPTW. See http://mptw.tiddlyspot.com/#systemConfig for an example

Why that's just beautiful! I thought I had already investigated the
features for tagglyTagging, but I even only just now discovered the
"sliders" view! (Thought: If the "menu" was drop down sliders instead,
it'd be easier to get an overview of the options.) (Another thought,
stated before: Considering how tagging is a key concept in TW, I find
it strange that tagglyTagging or comparable dynamic "tag-handler" is
not part of core.)

FND - thanks for putting up a ticket for it. Yes, without e.g
tagglyTagging I see a need for it. While at it; for a future plugin
repository, maybe something comparable to e.g delicio.us, allowing
user descriptions + general plugin ratings would be valuable. (Not
that these questions are more "your responsibility" than any one
else's...)

For me, case resolved. Thanks guys.

(Thought: If the "menu" was drop down sliders instead,

It's a good idea. The "cycling toggle" controls were more bearable with only two or three modes. Now there are more they are sub-optimal to put it politely. I'm adding a someday/maybe for it right now..

Personally I would like to see RenameTagsPlugin in the core. Otherwise how do you rename a tag? With your text editor I guess.

Also CoreTweaks no. "637 TiddlyLink tooltip - custom formatting" would
provides the description slice of a plugin header as tooltip on hover:

Thanks Wolfgang.
I think the onHover delay, although minimal, makes it somewhat
difficult to quickly scan a list though. But you're definitely right
it can help with individual instances.
