I'm afraid this is not possible by default, at least without resorting
to raw HTML. Especially with regards to accessing such a "marker" (or
anchor) from the outside, that's difficult because TiddlyWiki renders
page contents dynamically.
The DcTableOfContentsPlugin* uses anchors, but I'm not sure that suits
your purpose here.

Weeeeeelll ... many people might say that TiddlyWiki is geared towards
micro-content, so you shouldn't have long tiddlers in the first place,
but rather split them up into individual units.
Search the group archives; there are some interesting discussions ion
this in the past.

As I've said, this is difficult because page contents (tiddlers) are
generated dynamically. Anchors work properly only with largely static
HTML pages.
