Chain Bridge

I was thinking about kayak fishing from Chain Bridge. Is there a place
above to set in? Or would Fletcher's be the best spot and just paddle
up river?

I would say your best bet for fishing at Chain Bridge would be from the rocks, the river narrows a great deal between Fletcher's and chain bridge and you might be able to cast all the way across. If you are set on kayaking, launching at Fletcher's and making the ~1 mile paddle upstream would be the easiest way. There is parking on Canal Rd right at chain bridge but you will have to make a much farther walk to get to the river than you would want carrying a kayak.

Not your normal 1 mile paddle either...at least going upstream.

For fishing that stretch would you need a virginia license or a DC
license?

I think everything tidal you can have either or. Not sure--that's why I have an MD, VA and DC licence. But, it is worth it to me because I spend time fishing in all of those states and waters.

To fish around Chain Bridge you must have a DC license to fish from either side of the bank (Virginia or DC).

In DC you need a DC Permit to the VA Shore line.  In MD you need a Maryland Permit to the VA shore line.  The Potomac is Maryland and DC' jurisdiction.  Any rivers or streams out of VA into the Potomac or the bay are VA' jurisdiction.  Anyone know different?

Careful about the paddle or row to Chain Bridge when the Little Falls gauge is 3.8 feet or higher in addition to wind and tide. More difficult to fish too!

My understanding is that in the DC section of the river you need a DC
license regardless of which bank but above DC they have reciprocity
between MD and VA non-tidal (freshwater) licenses so a MD or VA
freshwater license will cover you above DC. The MD line is somewhere
around Chain Bridge, can't remember exactly where. Below DC you need
the tidal MD or VA license, although I'm not as clear about that.

Here is the best chart I know of regarding license reciprocity:
As you can see, the only license accepted in the DC stretch is a DC license.  Fortunately, you can now purchase the license online by signing into the DC e-permit system and purchasing a DC Sport Fishing License:  https://enode.dc.gov/epermit/Page/Entry/Login.aspx
 
At $10 for a resident and $13 for a non-resident, I'd say it's the best deal in town!

A VA freshwater license will also work below DC on the Potomac as long
as you are above the 301 bridge and not too far up a Maryland
tributary past the demarcation lines. I am a VA resident. I can fish
from Harper's Ferry to the Rt 301 bridge with a VA freshwater and a DC
license.

I'm thinking about hitting change bridge this weekend for walleye
either that or heading about great falls and seeing if the smallies
are awake yet. Anyone hear anything good about either?
