During the week, what time does canal road switch back to two way? 10 or 10:30

I don't know the answer to your question, but it stops being two lane inbound before it becomes  two way, so just because it is not 2 lane inbound, doesn't mean you are allowed to go the reverse direction.

This is from google and has been reliable for me in the spring run.

Canal Road has reversible lanes to handle rush-hour traffic. From
Foxhall Road to Arizona Avenue, Canal Road has two lanes, both of
which are reversible. From Arizona Avenue to Chain Bridge, Canal Road
has three lanes, of which the center lane is reversible. During
morning rush hour, which runs from 6:15 a.m. to 10:00 a.m., the
reversible lanes change to the southbound (towards Washington)
direction. During evening rush hour, which runs from 2:45 p.m. to 7:15
p.m., the reversible lanes change to the northbound direction. At all
other times, the center lane of the three lane portion is used as two
left turn lanes, one to turn onto Arizona Avenue and the other to turn
onto the Chain Bridge.

And more fun (if coming from Maryland). During morning rush, you can
not turn onto inbound Canal Rd from Arizona, you have to be coming in
from Chain Bridge or Clara Barton Pkwy.

Important access issues to note;

There is a 15 minute cushion on flow reversal each way in order to
help avoid head on collision's.

Traffic flow restrictions do not apply on weekends and holiday's.

You might be subject to a ticket and fine for making a u turn off of
Canal into Fletcher's. Also out of depending on the mood of the DC or
Park policeperson who may be present. The time of day factors in as
well as they have the same problem we do. (Limited and legal traffic
access to Fletcher's Cove.)

Canal Road is the boarder for DC and Park Police jurisdiction in this
area. Reservoir Road is DC'!

A method I've used when arriving during the morning or SE bound flow
is to signal early on Canal and then pull over in the limited space at
the entrance. Then back down the 100 feet of drive.

It's always an adventure and keeps you on your toes! Careful as there
are at least 20 accidents a season at the entrance.

You also have to keep your eye on the bicycle and running race
circuit, they love to block access back into Virginia during the mid-
morning on the weekends... I spent over an hour trying to cross back
into civilization after spending a morning in Georgetown.
