There is no need to write your own converter, "any" Windows version of OrCAD Capture will open and convert the design files. You need the SDT.CFG from your DOS installation but, if you have a working file structure for the DOS schematics, you should be able to use File>Open>Design, change the "files of type" to "SDT Schematic (*.sch)" and open the schematic page, or root page for multiple pages / hierarchy, and the libraries and schematics will be converted and a DSN file created. The process will convert the original 16-bit DOS data to 32-bit DOS data and then to the Windows format for OrCAD Capture.
As advised by -windows-server-2016-evaluation-to-licensed/, I executed command dism /online /set-edition:ServerStandard /productkey:WC2BQ-8NRM3-FDDYY-2BFGV-KHKQY /accepteula to convert from Windows Server 2016 Standard Evaluation to Windows Server 2016 Standard which completed successfully.

I created a VM and installed windows server 2019 Essentials Evaluation and after 3 months I decided to buy the original license (OEM).
Activation fails and generates an error message:
The product key entered does not work. Check it and try again or enter a different one (0xc0020036)
From cmd, it reports Error 87, Invalid Product Code KEy.
I tried these commands:
slmgr -ipk
(0xc0020036) On a computer running a non-core edition of Microsft windows, run slui 0x02 0xC0020036 to view the error text. If I run the command it tells me "No Endpoint available in the endpoint mapping"

I wouldn't be too keen to add a user to group 'disk' as they would have write access to all disk devices including the linux system disk.
eg user could dd if=/dev/zero of=/dev/sda
One option could be to create a group 'windisk' say and chgrp the windows
disk and partitions to this group.
I think you would need a udev rule to do this.
Perhaps the selinux profile on Fedora already prevents a user from modifying a disk except through vbox etc.
