Dear TICCIH members
At the Australia ICOMOS Executive Meeting two weeks ago, Iain Stuart and I took an item suggesting an Australia ICOMOS – TICCIH National Scientific Committee (NSC) on Industrial Heritage.
Although the proposal is in its infancy, it was supported by the Australia ICOMOS Exec Committee.
Most TICCIH members in Australia are also ICOMOS members and are probably familiar with a range of other NSCs which have been set up in Australia in the last 5 or so years.
Usually they are a subset of an International Scientific Committee (ISC) of ICOMOS which are special interest groups.
In this case, it would be a bit different because there is no ISC. However TICCIH and ICOMOS have a Memorandum Of Understanding and a close working relationship.
One reason for the proposed NSC was that it is hard to generate ongoing activity for TICCIH in Australia when so many members are already engaged in other organisations.
We felt that bringing a range of organisations together which have a common interest in industrial heritage could generate a critical mass to exchange information, undertake activities and advocate for industrial heritage.
It could also support joint TICCIH / ICOMOS projects such as the thematic studies and the provision of suitably qualified people to undertake assessments for World Heritage nominations.
Membership would initially draw on the Australian members of ICOMOS and TICCIH but could extend to other relevant groups, like Engineering Heritage, Light Railways Research Association, Mining History Association and others as long as they share the aims of the NSC.
It is early days for the proposal but I wanted to invite comments from TICCIH members.
A working group would be set up to further the proposed NSC if it is supported.

I attended the Delhi ICOMOS GA in December where an Industrial Heritage NSC was proposed and accepted. Mary ? from Ireland led the proposal.
Prof Patrick Martin and James Douet were also there.
They were very unhappy about a new NSC that could operate in direct competition to TICCIH but they missed the opportunity to speak against the proposal at the SC meetings.
Sheri Burke convened the meetings were this was proposed.

My understanding from those involved including Peter Phillips, ICOMOS Secretary is that it is a committee interface to receive what TICCIH delivers through the ICOMOS TICCIH MOU & Action Plan. The model is what has been established for DOCOMOMO & 20th century Committee ISC.
The NSC Australia ICOMOS - TICCIH NSC on Industrial Heritage would be a little different in that it would be much more of a one-stop shop for industrial heritage in Australia.

I thought that Mary’s proposal didn’t have enough support.
I’m not in favour of an ISC in competition with TICCIH.
That’s one reason we thought our combined AI & TICCIH NSC was a good approach.

There seems to be good support for establishing the NSC.
I can’t see any barriers to this NSC running a side-program at the 2020 General Assembly.
We just have to get it up and running!
Iain Stuart has offered to be on a working group to help the transition.
Is there anyone else who has knowledge of setting up an NSC who would like to assist him?
We probably only need 2 more.
Once we have a NSC structure, we will call for expressions of interest from members of TICCIH and ICOMOS to form the core group and elect office bearers etc.
Then that group will take the lead with other interest groups, the GA 2020 and whatever else they want to do.
(Side note that I’ve just gone back on the Australia ICOMOS Exec Committee and I’m doing a big push on diversity in committee membership - geography, age, gender, culturally etc if possible. We definitely need some under 30 years Emerging Professional category members for our NSC)

Just to set the record straight – while a few members of TICCIH (including Patrick) are still uncomfortable about the new ISC (which has been approved but not yet fully established by the Board), ICOMOS International is working extremely well with TICCIH – Grellan Rourke of ICOMOS Ireland and Stephen Hughes of TICCIH being the focal points. ICOMOS Ireland has had an Industrial Heritage NSC for some 8 years. As most of those involved in Australia seem to be members of both organisations, I would agree that a joint NSC would be sensible.

Thanks for your input.
Your groups are exactly what we had in mind when we thought we could strengthen the position of industrial heritage in Australia with a NSC bringing groups together.
Yes you would certainly be welcome to participate – many ICOMOS NSCs have non ICOMOS participants.
We were hoping for a type of umbrella group to help gain critical mass for events, advocacy etc.
We will keep everyone informed of progress but please continue to make any suggestions or comments.

I have been following the discussion about a possible industrial heritage NSC for Australia with interest.
As you may remember I started a group called Big Stuff back in 2004, focused on the conservation of large machinery, and we are still chuffing (so to speak!) along, with a session planned at TICCIH this year and a conference planned in Poland next year.
We are an international interest group, but we did start in Australia and still have very enthusiastic Australian core members, so I was wondering if we would be eligible to be part of the NSC, thus strengthening our ties with other like minded groups in Australia?
