Sorry to hear this. I think you are right about dehydration.

The oral linings are prone to this. It takes several hours for water to work through and rehydrate the cells.

Tips:-

1. Drink plenty of water
2. Sleep with mouth closed
3. Avoid dehydrating foods (e.g oily, salty, spicy)
4. Leave a gap between breaking fast (with plenty of water) and eating

Top tip
Blackseed oil + honey before suhoor and plenty of salat after ensures smooth bowel motion and no heart burn during Ramadan

my mother has severe pain after fasting when she starts to eat. It's on the roof of her mouth. She breaks her fast with a date and has tried different things, buttermilk or yogurt helps a little but when she starts eating she always gets a lot of pain and has to wait for the pain to go away.
We have tried many different things like putting sesame paste when she breaks her fast and making her drink a lot of water first but it doesn't really help, we also tried taking honey first or putting honey on the roof of the mouth but still.
We have noticed that salt makes it much worse so i cook with less salt for her.
do you have any advice for her? We think it's from dehydration but even drinking doesn't stop the pain.
The pain goes away eventually but after a long time, it feels like a cramp on the roof of her mouth and this is the 3rd year that she has it every year in Ramadan

You mother should break his fast with watermelon only no water no any other thing dont gave her hot natured food like kalonji honey olive oil and dates khajor i hope she will get well soon and one thing more included in her diet HOLY PROPHET cold nature food like pumpkin from pakistan barley grapes pomegrate but not sour and watermelon

I would like to post an update.
Nothing seemed to help my mother and even yogurt started giving her problems, nothing from the tips worked. 
One thing worked and that was taking something sweet to drink when breaking the fast. She takes soy milk sweetened and coconut added to it and then prays and then she can eat without a problem. Lentil soup also helped elhamdulillah

Assalam O Alaikum,

 

10-15 dried henna leaves should be chewed for 20 minutes & the froth should be spit out, after which avoid rinsing the mouth for one hour, repeat 3-5 times daily.

Same can be tried with a small lump of Myrrh.

 

This should be done after breaking the fast (if in Ramadhaan) and you will see the results in the coming days Insha’Allah.
