WhenI go on the main menu the extension packs are listed as owned (given that i bought them) but i can't use them, because i need the Sims4 game in itself even though I'm looking at that note on the Sims4 menu please help.
Tor expansion packs or add on content you have to go into The Sims 4 directly and go to expansion packs. Click the pack you bought and it should take you to the Origin pack info screen. There should be a button that says download. Click it and Bam! Ya did it!!!
I don't "think" you can because all the expansions are installed and stored within the sims 3 folder on the PC when they install. I would recommend getting a third party hard drive (External) and trying to get all the installs on there, it should fit easily.
Do note that for The Sims 3, the majority of disk accesses are related to the loading of Game Objects, which are stored under My Documents, which usually resides in C:. So, by ensuring that the location of My Documents is in C:, you should gain significant speedup already.
