Homeless to Housing Task Force Members and Local Housing Planners:
You are invited to participate in a meeting to be held next week. The purpose of the meeting is to put our great minds together to assess where we are in Thurston County in terms of certain aspects of planning to coordinate homeless housing and services. The questions we will be addressing I have pasted below.
These questions are part of an application the state of Washington makes each year on behalf of agencies from smaller counties across the state. This is an application to renew HUD McKinney programs already operating in our community. These programs are:
§ The Rise Program operated by Community Youth Services
§ The HATS Program operated by the Housing Authority of Thurston County
§ Arbor Manor operated by the Low Income Housing Institute
§ The Fleetwood Apartments services program operated by the Low Income Housing Institute
§ The Resource Advocacy Program operated by the Family Support Center
These programs provide the backbone to our community’s ability to get people out of homeless shelters and into transitional and permanent housing.

1. Efforts to reduce the number of unsheltered homeless families with children. Provide information on steps your community has taken or is taking to:
a) Conduct outreach to homeless families;
b) Reduce the number of unsheltered families in the next 12 months;
c) Reduce the number of unsheltered families in the next 5 years and;
c) Conduct outreach, identify and/or engage homeless persons routinely living in the streets or places not meant for human habitation.
2. Actions your community is taking or will take to create new beds for chronic homeless individuals and families (chronic homeless = disabled homeless individual or adult in families who have been on the streets for a year or who has had 4 episodes of homelessness in the past 3 years):
a) Actions or steps (can be planning) in the next 12 months and;
b) Actions or steps in the next 5 years.
3. Planning and efforts to prevent the Discharge of persons leaving public institutions from resulting in homelessness. Provide information on as many as of the following discharging categories as possible. Provide information on WHAT? (outline planning or coordination underway with discharging agencies to prevent homelessness and place discharges in housing), WHERE? (identify where persons routinely go upon discharge and the options made available) and Who? (Which agencies are involved and are working together to apply resources to prevent routine homelessness upon discharge).
a. Foster Care (Youth aging out)
b. Health Care Facilities (like hospitals, outpatient facilities, etc)
c. Mental Health Facilities
d. Corrections (jails, youth facilities)
4. Efforts to combat homelessness among veterans.
a. Identify the organizations currently serving veterans in your jurisdiction;
b. Describe current efforts to help reduce homelessness among vets and;
c. Describe future plans to help reduce homelessness among vets.
