WEDNESDAY, MARCH 5th: House Judiciary Committee (JUD)
HB 0916 Criminal Law - Weapon Crimes - Transporting Firearm in Checked Bag on Public Transportation
Will add an additional layer of restrictions on the transport of firearms in checked bags on various forms of public transportation. Bill language conflicts with some existing statutes and will likely ensnare innocent citizens. OPPOSE
HB 0982 Gun Theft Felony Act of 2025
(Cross-filed with SB 0336)
Existing law treats gun theft as a simple misdemeanor property crime with penalties based upon the value of the stolen property. This bill will elevate the offense to felony. Unlike SB 0300, this bill will apply to all firearms, not just handguns. Establishing a penalty for theft of a firearm of imprisonment not exceeding 5 years or a fine not exceeding $1,000 for a first offense, and imprisonment not exceeding 10 years or a fine not exceeding $2,500 for a second or subsequent offense. Sentence imposed shall be consecutive and in addition to sentence(s) for any other offense. SUPPORT
HB1287 Criminal Law - Firearm Crimes - Convertible Pistols
Will ban all Glock pistols and clones of “Glock style” pistols which can now, or in the future, be converted to fully automatic mode by the addition of an illegal switch/auto-sear device. The open language of the bill will amount to a ban on all semi-automatic pistols which might at some future date be converted to fully automatic by use of a yet to be available switch/auto-sear device. Bans the manufacture, sale, offer for sale, purchase, receipt or transfer of a “convertible” pistol. Ignores the fact that so-called “Glock switches” and similar after-market devices are already banned under both Federal and State law. STRONGLY OPPOSE - send emails to the members of the House JUD Committee. Contact your Delegate(s). Attend the hearing.

UPDATED: Senate Gun Bill Advancing in the House
SB 0444 Public Safety - Gun Buyback Programs - Destruction of Firearms passed in Senate (33-12) and is now on 1st Reader in the House Judiciary Committee.
Requires that all guns turned-in as part of a gun buy-back be completly destroyed. This bill which is now in the House Judiciary Committee (JUD) was amended in the Senate JPR Committee and in the Senate, but still falls short. 2A Maryland's suggested amendment to also require law enforcement determine which firearms are stolen was included, but a requirement that stolen firearms be returned to the lawful owner was not.
Current law requires a person report the loss or theft of a firearm within 72 hours of the discovery of the loss or theft. What is the point if law enforcement is not required to return the recovered firearm to its rightful owner? Click here for the Senate amended bill.
Please email the House Judiciary Committee (JUD) and request a Committee amendment to fix the Senate version by requiring the return of stolen firearms to the owner, unless the owner is now a prohibited person. See "cut & paste" JUD email list above.
Are Elected Officials Complicit in AG and Everytown's "Ban the Glock" Lawsuit?
The Maryland General Assembly PDF HB 1278 Criminal Law - Firearms Crimes - Convertible Pistols was created on February 6, 2025 @ 3:11 pm and modified on February 7, 2025 @ 5:23 pm.
Less than one week later on February 12, 2025, the Baltimore City Council and Maryland Attorney General supported by Everytown Law, filed a lawsuit against Glock. The PDF of the lawsuit was created on February 11, 2025 @ 8:05 pm.
Click here to download lthe Attorney General's Press Release & lawsuit.
While there is no hard evidence of collusion between the legislators, the Attorney General of Maryland, the Baltimore City Council and Everytown, the near coincidence of dates and the striking similarity in the subject matter and core intent of the two documents is difficult to simply ignore as mere happenstance.
