Hello,
I've updated serenity to 1.1.36 and ran tests. When I opened report it was broken,
just only text displayed and no images and nice UI.

I opened target\site\serenity folder and find out that there are no some folder
And it's appeared that some folders( bootstrap, css, datatable ant etc) are missing for 1.1.36.
Is it a bug or exist a solution how to resolve it.

Just out of curiosity, are you using Maven or Gradle for the build? I ask because I class I was teaching some topics to has reported to me that Gradle builds do exhibit behavior very similar to what you are describing, while Maven builds do not. I was in process of attempting to isolate this and the current thought was that this happens in Gradle builds where there are no actual tests running yet, but a package structure was in place. However, from your output, it looks like you do have some tests in place.
