[throwtheswitch] Ruby Generated Executable Throws 64-Bit Winows Incompatibility Error

I am using generate_test_runner.rb to automatically run my test__xx tests. When I run ruby generate_test_runner.rb {file_that_contains_tests.c} I get the error:
"The program or feature {file_that_contains_tests_runner.exe} cannot start or run due to incompatibility with 64-bit versions of Windows. Please contact the software cvendor to ask if a 64-bit windows compatible version is available"
My ruby version is:
ruby 3.2.3 (2024-01-18 revision 52bb2ac0a6) [x64-mingw-ucrt]
I am running on a 64-bit Windows platform.
Do I have the wrong ruby version installed or something?
