Now I have found, that update KB3033055 would introduce this function. However, it was not installed during the update procedure and now the computer does not find any more updates. Manual installation after downloading "windows8.1-kb3033055-arm_1b0aeee420c6ad850de7cfac0c485d4bd7965f71.msu" does not work either (an error message shows up stating that this update is not available for this computer).
Symptom: If you install KB3033055 (released September 2015) after installing any Monthly Rollup dated November 2017 or later, your device may not start up properly. Microsoft is working on a resolution and will provide an update in an upcoming release.

Well, of course I installed updates released after November 2017 already. How would I be able to install KB3033055 now? Or, in the worst case, if I would have to format the computer again and go through all the update procedure, how could I make sure to not install post-November 2017 updates again before installing KB3033055? Any suggestion is very welcome.
Plans for the implementation of a Start menu and support for windowed Metro apps intended for Update 2 were shifted over to a separate feature update intended for the remainder of Windows 8.1's lifecycle, but only the former was exclusively backported onto ARM32 devices. The implementation of this feature would first appear in Windows 10 build 9780. This update was released for ARM32 devices on 1 September 2015 as KB3033055, labeled as a Feature Improvement update.
Windows 8.1, an upgrade for Windows 8 and RT, was released in Windows Store on October 17, 2013, containing a number of improvements to the operating system's interface and functionality. The new Start Menu released this week is a kind of a consolation for Windows RT purchasers. Windows RT users are out of the loop as Microsoft diversifies across device form factors with Windows 10 and rolls out new features on a monthly basis with its "Windows as a service" push.
It's probably not surprising to hear that iOS 9 is better than iOS 8. On the iPhone I think iOS 9 brings along many smaller improvements throughout the OS, along with new APIs that developers can implement to improve the user experience. There are definitely some big changes such as the addition of Apple News and Transit in Apple Maps, but these are again just strengthening the core services of iOS rather than adding incredible new abilities and features. iOS 9 is definitely a huge release for the iPad though, and because I've been limited to Apple's own applications I've only been able to scratch the surface of what capabilities the new multitasking features can enable. I think the iPad definitely deserved a major release that focused on it though, and it's clear that Apple has had many of these changes in the pipeline for quite some time now.
