As Waller and the squad await helicopter extraction, they are attacked by Joker, who learned of Harley's predicament. With tech stolen from an A.R.G.U.S. laboratory, Joker disables Harley's bomb, and helps her escape. Waller shoots down Joker's helicopter, though Harley survives and rejoins the squad, believing Joker is dead. Enchantress captures Waller to regain her heart. Deadshot finds Waller's top-secret files and discovers Flag's relationship with Moone. The team abandon Flag, sharing a drink in an abandoned bar, where El Diablo reveals his powers and criminal lifestyle led to the deaths of his family. Flag relieves the squad of their mission, but realizing they have the opportunity to prove themselves, the group set out to save the city.

The squad attack Enchantress, while Killer Croc and Flag's platoon of Navy SEALs plant a bomb beneath the subway to kill Incubus. El Diablo embraces his pyrokinesis, sacrificing himself to maneuver and keep Incubus in the right spot. Enchantress invites the squad to join her, and Harley pretends to be tempted to get close enough to cut out Enchantress's heart. Flag crushes her heart, killing her and releasing Moone. Waller deducts ten years off each squad member's sentence and fulfill their requests (except for Boomerang, who is instead detained). Joker, who is still alive, breaks into Belle Reve and rescues Harley.

Waller orders the squad to find Flag, who escaped from the military but was captured by rebel soldiers. The team finds the rebel base and massacres the soldiers, only to learn that rebellion leader Sol Soria had saved Flag. Despite the group's actions, Soria agrees to help them infiltrate the capital, where they capture Project Starfish's lead scientist, the Thinker. Harley is captured by the Corto Maltese government and taken to the new dictator, Silvio Luna, who wishes to marry her. After learning of Luna's plans to use Project Starfish on political dissidents, Harley kills him and escapes. She joins the others, who use the Thinker to break into Jötunheim and begin rigging it with explosives.

Starro escapes the destroyed Jötunheim, brutally kills the Thinker and much of the military, and begins taking control of the island's population. Waller tells the squad that their mission is complete and orders them to leave, but Bloodsport decides to lead the team in fighting Starro. Waller attempts to execute them for this, but her subordinates knock her out. After Starro kills Polka-Dot Man, Harley pierces a hole in its eye, allowing Ratcatcher 2 to summon the city's rats to chew Starro to death from the inside. With the military diverted, Soria takes control of the government, promising a direct democracy. Bloodsport blackmails Waller into releasing him and the surviving squad members and dropping Tyla's charges in exchange for keeping the contents of the drive confidential. Waller reluctantly agrees, and the remaining squad members are airlifted out of Corto Maltese.

In addition to playing King Shark on set, Steve Agee portrays John Economos, an A.R.G.U.S. agent who is an aide to Waller.[39][40] Other aides to Waller include Jennifer Holland as Emilia Harcourt and Tinashe Kajese as Flo Crawley, the aide who knocked out Amanda Waller before she could execute the squad and was later arrested in Peacemaker.[39][41] The ill-fated first Suicide Squad team includes Savant, Captain Boomerang, and Blackguard, as well as Nathan Fillion as Cory Pitzner / T.D.K. (The Detachable Kid), a metahuman who can detach his arms from his body;[4][12][42] Flula Borg as Gunter Braun / Javelin, a former Olympic athlete who wields javelins as weapons;[4][30][43] Mayling Ng as Mongal, an alien mass murderer;[4][44] and Sean Gunn as Weasel, an anthropomorphic weasel whose portrayal is based on Bill the Cat from the comic strip Bloom County. James Gunn said Weasel was "barely more than an animal" which raised some ethical questions about his involvement in the squad.[9][45]

Some critics have interpreted The Suicide Squad as a critique and even a parody of American foreign policy and noted some anti-imperialist themes, which was arguably done in greater extent than the film's predecessor. Noah Berlatsky of Foreign Policy compares the rationale of the Suicide Squad's intervention in the Corto Maltese civil war to the 2003 invasion of Iraq on the grounds of an anti-American regime purportedly gaining access to and weaponizing a destructive force such as Starro. He also notes that American interference in Corto Maltese is "as every bit as disastrous as the 2003 Iraq invasion," also commenting that The Suicide Squad depicts the U.S. government as "bumbling" and "corrupt", citing the squad's accidental slaughter of the very fighters they were supposed to protect and Amanda Waller's desire to cover up America's role in Project Starfish and ambivalence towards Starro's rampage.[208] Reuben Baron of Comic Book Resources compares the torture and experimentation of Corto Maltese civilians in Project Starfish to the Abu Ghraib torture and prisoner abuse scandal and allegations of prisoner torture at Guantanamo Bay detention camp. He opines that the evil actions of Silvio Luna's regime and Starro, while heinous, are "just symptomatic of the ultimate villain of The Suicide Squad: the United States government," describing Peacemaker's betrayal of the team as "misguided patriotism", and that the "heroes in this movie are those who are willing to defy the orders given to them by the government".[209] Lucy Nichols of Counter Fire writes that the film "bizarrely, openly critiques American imperialism in Latin America", and like Baron, comments that The Suicide Squad is unusual among superhero films with its direct criticism of the U.S. government and military.[210]

The Suicide Squad is a team of imprisoned super-villains who perform high-risk missions for the U.S. government in exchange for commuted sentences. Formally known as Task Force X, the team's actions are highly classified, and the government is able to deny any involvement by claiming that they are not responsible for the damages of a random super-villain attack. Their commander is Amanda Waller, who runs the organization out of Belle Reve prison. Surgically implanted with remote explosives in their necks to discourage them from disobeying orders, the roster for the squad constantly changes and members of the group are often killed during missions.

9 months after the death of Superman depicted in Batman v Superman: Dawn of Justice, government agent Amanda Waller proposes to assemble a squad of incarcerated criminals and metahumans that she controls and to place them under the command of Colonel Rick Flag, a highly skilled and decorated soldier. The team, labeled by her as "Task Force X", are intended to be used to intervene in deadly missions for the United States government concerning the supernatural. The members of the team, who became known as Task Force X are recruited for service by Waller and Flag, and are offered reductions to their sentences in exchange. The members are implanted with explosive devices in their necks so Waller and/or Flag can kill any of them should they attempt to escape or directly disobey an order.

Waller then calls on Task Force X to extract a valuable person from Midway City. The Squad; assassin Floyd Lawton (Deadshot), former psychiatrist Dr. Harleen Quinzel (Harley Quinn), robber Digger Harkness (Captain Boomerang), pyrokinetic Chato Santana (El Diablo) and the reptilian mutation Waylon Jones (Killer Croc) are implanted with the nano explosives and given their gear. Flag briefs the squad on how they are to go about accomplishing their mission. Just before their departure, the squad is joined by additional members; the rope wielding Christopher Weiss (Slipknot) and Tatsu Yamashiro (Katana), a mystic sword wielder to serve as Flag's bodyguard.

The Enchantress, sensing the squad's approach and intentions, attacks their helicopter causing it to crash. The squad now has to proceed on foot. Along the way, Captain Boomerang convinces Slipknot that there are no bombs in their necks and it is only a ploy. Slipknot attempts an escape, grappling up a building, but is killed when Flag activates the bomb demonstrating that they are no ruse.

Waller calls for a helicopter extraction and the squad escorts her to the rooftop. The helicopter arrives, but it has been commandeered by the Joker and his gang. Once they discover this, Flag and his squad open fire on the helicopter, which fires back in turn. Once in range, the Joker deactivates the nano bomb in Harley's neck, permitting her to board the helicopter and is reunited with the Joker. Waller orders Deadshot to shoot Harley but he misses, deliberately.

Harley then returns to the squad while Deadshot discovers confidential documents abandoned by Waller which reveal that both she and Flag have been misleading the team. The squad subsequently decides to abandon the mission while Flag and his men choose to continue. The squad go to a bar but realize that they have a chance to prove themselves. They are joined by Flag who destroys the controls for their neck explosives. The squad joins him and pinpoint the Enchantress and Waller at the railway station.

Injured from battle, Enchantress propositions the squad to fulfill their sincerest longings in exchange for their allegiance. Harley mocks an intention to accept, approaching Enchantress to get near enough to cut her heart free with Katana's sword thereby reducing her power significantly. Captain Boomerang then finds the heart idol and gives it to Flag who eventually crushes it, killing the Enchantress and freeing June. Waller, still alive, emerges and the squad members are returned to Belle Reve and given ten years off their sentences. All but Captain Boomerang are allowed special privileges; Harley is given an espresso machine, Deadshot is allowed to visit his daughter Zoe (supervised) and Killer Croc is given a television set with cable access.
