Influence Dadales refugees. It's okay if this does not work - Bethany is pretty depressed. In fact, she spends 6 weeks, within one week - sleeping in a time shield before even getting out of bed. But eventually, Bethany gets up, and realizes that other people have much bigger problems than she does. Bethany is very interested in community outreach at the small level.
Processed: There's a lot of chaos. It is both better than it could be, and worse. Because only half the expected refugees ended up on the ship, conditions aren't as cramped or desperate as they could be. On the other hand, this means more personal loss: More people with family and friends who died in the nuclear fire that made the Technosphere uninhabitable.
People are sort of shellshocked, and wonder where they can go. While none of the "normal" people of the Technosphere have as much gadgetry built in as the average Technomage, with the exception of some of the more adamant hippie types, most have enough gadgetry in them that they wouldn't be able to survive outside the Technosphere (or the Daedalus) without learning the Preserve Tech skill. Very few take seriously the idea that the Daedalus can become a home to them.
You've started to work with some of the worst cases, but there's still a lot of work to be done. Sometimes it's easier to go for the "low hanging fruit" and comfort people who are only a little bit out of it, who didn't lose as much.
Fix - assess damage to Technosphere hub, and personality boards. set up a place for Dadales residents to jack in. I'm okay with this taking longer than this BGA period. I'm okay with this not working. We need our internets.
Processed: The Monarch hub had to remain in place in the Technosphere up until the last minute in order to conduct the "ritual" of ReUnification. It is believed lost with the rest of the Technosphere.
However, a hub was cutting edge for 2012 technology, and the Technosphere has gone very far beyond that. The advanced nanocloud computer that runs the Daedalus, named "Zeta", is light-years beyond what Monarch was.
It does take some work to re-connect Zeta to the Metaverse, given that the very laws of physics have changed post-ReUnification, but Bethany is able to successfully do so and has time to make a ham sandwich afterwards.

META: The fact that the hubs weren't very advanced, and that it was mostly the data on them that was important, was something that Kammer and I discussed and was always the way he imagined it, though, like many things of this sort, it was inconsistently presented... But this is what we're going with here.
