Just wondering if any counties have youth provide a deposit before moving in or re-pay a deposit after moving in? Also I wanted to know how other counties handle the cleaning and repairs of housing after a youth moves out?

We do require THP-Plus participants to pay their deposit. Most don't have it upon entry, but repay it over time, or out of their savings upon discharge. If a youth moves out of a unit that is in our name, they are responsible to us for damages (most often deducted from their savings upon DC). When possible, we attempt to get housing in the youth's name.

Hello,

Our program was handling damages and security deposits in the same way.  But we just had our program audit (LA County), and I was told that we could not collect a security deposit from THP-Plus participants and that I could not take damages out of their savings.  I had to issue the youth their full savings, and they were to then pay us for the damages (which is causing a lot of problems).  Once the youth gets their check, they don’t want to return the money they owe in damages.  Any suggestions?

In our program we only require a youth to pay a deposit if they plan
on taking over the unit after they leave our program, so the way that
typically occours is we pay the youth their exit money and the youth
turns around and gives us back the amount of the deposit. If there
are damages that need to be repaired or cleaned we require that they
pay it before we give them their exit check unless they choose to use
their exit funds to cover the debt. In this way we avoid directly
taking any money from their exit funds, which is not allowable, while
still covering our losses.

In addition to this, we collect rent from each of our residents which
is determined by 30% of their total monthly income and the youth is
eligible to recieve this money back at the time of their successful
graduation of the program. If they do not graduate successfully or if
they graduate with debts and damages to us we can deduct from the rent
funds to cover losses as well.

In our program we master lease and cover all deposits. If the youth owes us any money for damages upon exit and does not have the money to pay it, we meet them at their bank to give them their emanciaption savings check where they cash it and pay us for the damamges and any outstanding rent owed. The rent we collect goes back into the program budget to cover deposits and cleaning costs so that when a youth moves out, the apartment is professionally cleaned before another youth moves in.

In Santa Clara County, this is always a bit of a struggle. All of the
providers pay a security deposit (only up to the amount we cover in
rent), only 1 time. If the youth decides to move and need another
security deposit, they will have to cover it themselves or find
alternative options.
We serve youth both in single site (we own an apartment building) and
scattered site. For the single site location, we have them sign
something at intake acknowledging that if they have damages outside of
normal wear and tear that they know we'll deduct from their savings
upon exit.

We have 2 savings as well, the emancipation savings they earn just for
being in the program, and their "forced savings" which is the rent
that they pay while they are in the program. That amount is "saved"
for them until exit. We deduct from there if there are damages etc.
