THP-Plus Budget Update

 

Budget Conference Committee Votes to Accept Governor’s Revised Proposal, Restore THP-Plus Budget

 

THP-Plus funding would remain at $35.4 million in Fiscal Year 2011-12 in the revised realignment plan proposed by the Governor and approved by the Budget Conference Committee late last week.  The revised proposal released by the Department of Finance also restores the $80 million in cuts to Child Welfare Services (CWS) over two years, beginning in Fiscal Year 2012-13.

The Committee report now goes to the full Assembly and Senate for a vote on the entire budget.  It is anticipated that the full vote of the legislature will take place this week.

 

At its core, realignment would shift significant child welfare responsibilities to the counties.  Governor Brown’s proposal also includes placing two initiatives on a June special election ballot to consider a five year extension of several temporary tax increases.  To put the realignment proposal and its accompanying tax extensions on the ballot as a constitutional amendment requires a two-thirds vote of the Legislature.
