landline phones in housing

Here in Mendocino County we require the youth to have a landline phone in their housing just in case of emergency. I am finding that the youth don’t use them because they have a cell phone and do not want them. My question to everyone is do you require a landline in your program housing? Is this a john burton best practice or required by the program? If so could you direct me to the site where I can read up on the info regarding this?

We initially required landlines for the same reason, and our youth feel the same, they do not want them. We have adjusted to a policy that if the youth maintain their cell phone continuously and do not have frequent breaks in service, we will waive the requirement of a landline. If they do not keep their cell service on with consistency, we require the landline. Our youth get a stipend to pay utilites which are in their names so there is an incentive to keep their cell phones active so they do not have to pay an additional phone bill. If they keep gas/electric under control, their stipend covers a portion of their cell phone or landline bill as well.

We do not require a landline either, and youth can use their utility reimbursement for their cell phone.

We don’t require a landline.  We do ask if young adults can use the house phone (if one is available) from the host family.  We allow them to use their reimbursement money to pay for their phone.  They’re responsible for budgeting out the cost of their cellular service without the reimbursement, so they can continue to pay for their bill after their time is up with us.

Yolo County THP+ does not require landlines. Youth have their cell phones.

We do not require a landline either. The youth generally have their own cell phones.
