'Manage packages' not enabled

I am using Thonny on Windows 10 and want to install an additional package, but the Tools:Manage Package and the Tools: Open System Shell are both disabled.
What do I have to do to enable them?

Are you using MicroPython backend? Package management for MicroPython is not implemented.

I don't remember how it was in 3.0.8, but in 3.1 "Open System Shell" should be enabled also with MicroPython backend.
