garbage receptacles

I think one of the most important improvements that should be made to
Third Street is having stationary garbage receptacles on each corner.
Right now garbage is strewn on the sidewalk by pedestrian traffic on a
daily basis. I sweep the sidewalk a few times a week just to keep up
with the removal of paper, cups, etc. thrown on the ground. Perhaps
having decorative garbage receptacles ( like Mt. Lebanon) would help
keep Carnegie looking clean and neat. I beleive this is the first
problem that should be addressed before decorative plants etc. are
added.
