"Blight and abandonment is among this region's most pressing threats
to undermining sustainable communities," according to a 65-page report

Lack of code enforcement exacerbates the problem, said Kendall
Pelling, a panelist who is co-chair of the Pittsburgh Vacant Property
Working Group.
"Building inspection is absolutely toothless. It's completely built
around abatement of the problem," Pelling said.
Pelling suggested local leaders should consider reporting property-tax
delinquency to creditors as a way of forcing owners of abandoned homes
to pay up and make repairs, or sell to someone who will.
