THE SCORE

As of January 13, 2013, 22,165 people have voted. So far, the votes
are 95.3% in favor of creating a democratic world parliament.

Quotes of the month

The only way to escape our dilemma is to put world law above the
national governments, and to make a parliament to create such world
law, we need to constitute this world parliament by way of global
elections in which all people will vote. Albert Camus

If and when the number of votes cast for a democratic world government
crosses the two billion mark, it [the global mandate] automatically
acquires moral legitimacy and legal sanctity even if not one national
government supports it. Raj Shekhar Chandola, Advisor to Jagdish
Gandhi, the Founder-Manager of CMS (City Montessor School, the largest
high school in the world) and VWP Board member

… a mandate from a [successful] global referendum would not only trump
all pre-existing law, but would itself become law—the first “world
law,” to be precise. It qualifies as a “world law” because it would
have been passed by the people and for the people, and so differs
fundamentally from international law, which is established by nation-
states and [mostly] for nation-states. Rescue Plan for Planet Earth
(p. 129), by Jim Stark, founder of VWP.

New Democratic Party of Canada may support the global referendum
proposal

(The NDP are social democrats, and the party currently serves in
parliament as the official opposition to the ruling Conservative
Party)

A resolution endorsing the idea of a global referendum on creating a
democratic world parliament has been approved by the executive and the
membership of the Pontiac NDP riding association, and enjoys the full
support of the Member of the Canadian Parliament for Pontiac, Mathieu
Ravignat. Ariann Bouchard, constituency assistant to M. Ravignat,
informs us that her riding association will try to bring that
resolution to the floor of the upcoming Canada Convention. If they are
allowed to do that (there are some potentially complicating rules),
and if that resolution is supported by a goodly majority, the global
referendum initiative will become an official policy of the NDP, and
will be included in the Party’s platform for the next election!

“President Ted”

For reasons of health, Jim Stark has stepped down as a co-president of
VWP. The other co-president, Ted Stalets, is now the sole president of
VWP. Jim will still be on the Board as the “founder.” Let’s all give
Ted the support he needs to steer this boat forward.

Jason Holborn: New VWP Board member

Some people don’t wait to be asked to lend a hand; they spot a need
and feed it. Toronto native Jason Holborn is one such. He read Rescue
Plan for Planet Earth, liked it, realized that most people wouldn’t
read the entire book, wrote a summary of the book, and sent it to us,
gratis. It is now mentioned as an alternative (21 pages) to reading
the whole book (169 pages) near the top of the middle column on the
front page of the VWP site. As the author of the book, Jim confirms
that Jason Holborn has penned an excellent summary. Jason is an
interesting fellow (click on http://jasonholborn.com/blog to learn
more about him), and after a couple of emails back and forth, we are
pleased to announce that Jason has agreed to be named to our Board.
Welcome, Jason … and thank you.

Lucknow declaration seeks new world order [truncated]

http://timesofindia.indiatimes.com/city/lucknow/Lucknow-Declaration-seeks-new-world-order/articleshow/17579677.cms

LUCKNOW: At the 13th international conference of chief justices of the
world, numerous chief justices, judges of Supreme Courts and legal
luminaries from 60 countries released the Lucknow Declaration-2012.
They presented their thoughts to the media and said that they will not
rest till a “new world order” is constituted democratically to
safeguard the future of the world’s two billion children and
generations yet unborn. They will, until that time, continue to strive
in this direction.

According to the Lucknow Declaration-2012, the present global scenario
poses grave dangers to the survival of humanity, and hundreds of
millions of children are exposed to various abuses due to poverty
while huge resources are being squandered on the pretext of defence.”
The declaration, reaffirming the resolutions of previous conferences,
has appealed to the United Nations, saying that the present world
scenario requires a democratic global governance structure and
enforceable world law, for which the world urgently requires a world
parliament to enact enforceable world law, to form a world government
and to establish a world court of justice.

The declaration also demanded imparting peace education and cross-
cultural education compulsorily in all schools of the world, to
inculcate in children feeling of love, tolerance, understanding and
humility in order to shape them as future citizens of the world. “The
resources currently used in wars and in the manufacturing and
maintenance of weapons of mass destruction should be directed for
progress in development,” the Declaration added.

“When will we finally have a world government”?

Political scientists and science fiction writers alike have long been
taken with the idea that humans would one day form a global government
– article by George Dvorsky – http://io9.com/5969802/when-will-we-finally-have-a-world-government

In correspondence with Mr. Dvorsky concerning our newsletter’s reprint
of his worthy article (link above), he said the following encouraging
words:

Hi Jim,

Thank you for your message and the kind words. I’ve gotten a
tremendous response to the article, which has been very encouraging.
More people are enthusiastic about this idea than I had previously
thought …

Climate conference points to emergence of world government

Much of what is called “international law” is actually a set of
recommendations by global institutions, but actions taken at
Saturday’s United Nations Framework Convention on Climate Change in
Doha, Qatar could change the face of how the world as a whole governs
its industry, commerce and relations with other nations.

“Doha successfully concluded the previous round of climate
negotiations, paving the way to a comprehensive, legally binding
agreement by 2015,” a spokesperson for U.N. Secretary-General Ban Ki-
moon said Saturday in a news release. “The Secretary-General believes
that far more needs to be done and he calls on governments, along with
businesses, civil society and citizens, to accelerate action on the
ground so that the global temperature rise can be limited to 2 degrees
Celsius.”

Supporters of the movement say the global implications of
environmental concerns negate traditional beliefs in national
sovereignty.

“The idea is that, as they are the source of most past and current
greenhouse gas emissions, industrialized countries are expected to do
the most to cut emissions on home ground,” climate negotiators have
said.

“Industrialized nations agree under the Convention to support climate
change activities in developing countries by providing financial
support for action on climate change - above and beyond any financial
assistance they already provide to these countries,” the U.N. said. “A
system of grants and loans has been set up through the Convention and
is managed by the Global Environment Facility. Industrialized
countries also agree to share technology with less-advanced nations.”

The convention also states that “industrialized countries have to
report regularly on their climate change policies and measures,
including issues governed by the Kyoto Protocol.”
The Secretary-General said he will increase his efforts “to raise
ambition, scale-up climate financing, and engage world leaders as we
now move towards the global agreement in 2015.”
