GitHub organization permission updates

Hello everyone!

We updated the individual access levels for members and collaborators of the GitHub organization — https://github.com/theupdateframework — today, with the goal of keeping permissions aligned with the type of involvement, while minimizing the risk of account compromises, and at a reasonable bus factor.

If anyone is affected by this change in a negative way, that is they miss any required permissions, please reach out to one of the GitHub organization maintainers (cc'ed).
