On the mount Moses and John the Baptist appeared and transfigured with Jesus. Luke 9:30. It was most likely John who was called Elijah that appeared, since Peter, James and John knew John the Baptist. They had no idea what Moses and the Old Testament Elijah looked like. Seeing John the Baptist transfigure would solidify their faith. People say it was Moses and Elijah that appeared because they represent the law and the prophets. Right, the Torah was written by Moses, and the Scripture says the 'prophets' were unto to John-the Baptist.

This scripture is also used sometimes to say that Moses is one of the two witnesses during the seven year tribulation, but both of the two witnesses die at the hand of the false prophet. It cannot be Moses, Moses died during the 40 years in the wilderness. The Scripture says it is appointed unto man once to die, then a judgement. The Scripture makes no mention of the two witnesses transfiguring before man. The Bible teaches that Moses was already starting to transfigure during the forty years in the wilderness, that is why he wore a veil.
The connection between the two witnesses, Enoch and Elijah, is that the Elijah of the Old Testament stopped it from raining for three and a half years. James 5:17. Enoch lived before the flood when there was no rain/clouds in the sky, the earth was watered by a midst that came up from the ground. You cannot have a rainbow in the sky without clouds.
