Pakistani police reject case against General Kayani, Sarosh Kayani & others

"Sorry, sir," Deputy Inspector General (DIG) Muhammad Ahsan Younas told me, politely. "I can't do it!"
This face-to-face refusal from the CPO Rawalpindi came in response to my long email that I'd sent to him on August 20, 2020. In the email I'd written:
On April 14, 2020, I gave a 10-page application (copy attached) to Inspector Javed Iqbal Mirza, the Station House Officer (SHO) of New Town Police Station, Rawalpindi, requesting him to register a First Information Report (FIR) against Ashfaq Parvez Kayani, his son Sarosh Kayani, his brother Kamran Kayani, his associates Athar Abbas and Zaffar Abbas for the given reasons. The SHO refused, saying that police cannot take action even against retired generals of the Pakistan Army. It encouraged Sarosh Kayani as he attacked me on the night of May 31, 2020.
A Kayani-led gang forcefully entered my house, beat me brutally; destroyed my cellphone and laptop. The New Town Police took me to Holy Family Hospital for treatment. I went through a detailed medical checkup at the same hospital on June 1, 2020 (copy of police report attached). Since then 80 days have passed, and I have faced three investigative officers – Assistant Sub-Inspector Dildar, Assistant Sub-Inspector Naveed and Sub-Inspector Imtiaz – yet no FIR has been registered against the civilian son of the retired general.
Due to the beating, I am suffering from spinalcord pain and headache but the SHO is hiding my medical report. At first I was told that the doctor, who had to sign it as a medico-legal report, had tested positive for coronavirus and had been quarantined. Then the SHO was said to be tested positive for Covid-19. However, it’s whispered that a lady-doctor from the Kayani family, who is an employee of ISI, had raided the hospital and “tempered with” my medico-legal report, forcing doctors to sign two fake reports to save Sarosh Kayani from legal punishment.
Now, on one hand the SHO is using delaying tactics and on the other hand the Kayanis are torturing me physically and mentally through a bunch of neighbors. Sarosh Kayani and his cousins have made D-474 Satellite Town the center of organized crimes. They have employed Javed Awan, his sons Haroon Awan and Ibrahim Awan to not let me sleep 24/7. They also torture me through Saad Zeb, Jawad Abbas, Shuaib Kayani and Ashraf Shah’s network. The New Town Police Station has become a silent spectator. Even the Sub-Divisional Police Officer ASP Imran, Divisional Police Officer SP Mazhar Iqbal and Senior Superintendent Police (Operations) Tariq Walait seem helpless.
Therefore, I request you to stop further obstruction of justice, and order the SHO to stop the ongoing systematic sleep-torture and register two FIRs against the Kayanis and their accomplices according to my given applications: dated April 14, 2020 and June 1, 2020. It is a test of law and order in the Garrison Capital of Pakistan. I hope you will practically prove that nobody is above the laws of the Islamic Republic.
Here I'm briefly presenting key events that led the frustrated Kayanis to attack me. On March 29, 2018, I announced on Twitter: "Today I'm ending my Eight Years of Incarceration (March 29, 2010 to March 29, 2018) in Rawalpindi Pakistan. Despite ISI & MI threats, I want to be a free citizen again. Using my constitutional right to freedom of thought & freedom of expression, I want to publish my novels."
What led to the Eight Years of Incarceration? That'll come ahead in this blog post. Anyway, on May 4, 2018, Captain Khurram along an ISI female agent poisoned me at home. I started a thread of tweets and wrote: "Besides other things of public humiliation... I don't know it's poison or food-poisoning... I'm in pain since yesterday but can't go to hospital due to my early experience...(also poisoning)"
Two days later I wrote: "Stomach pain & headache are almost gone but the back pain, first time in my life, continues. Kidbro gave me a massage. Please DG ISPR (the chief military spokesperson of Pakistan) stop ISI players... Let me sleep tonight!"
On May 7, 2018, I wrote: "Every muscle in my body is in pain as if I'd come under neurological attack... And what they are doing isn't just satanic but criminal... Prayers, please!"
When I survived poisoning for the third time, ISI started depriving me of sleep in a systematic way 24/7. (Experts have documented the sleep-torture in the form of live videos, audios, tweets, Facebook posts, blogs and interviews.) When the sleep-torture didn't bring the needed results, the ISI Area Commander's Office at D-474, Satellite Town, Rawalpindi, started blocking my water, gas, phone and internet lines to make me flee the country. My family members couldn't bear the systematic torture and left Rawalpindi but I didn't go. So, ISI started direct verbal and physical attacks on me in the neighborhood. I went to the New Town Police Station Rawalpindi many time but the officers on duty couldn't do anything against the ISI undercover-agents, and suggested to go to the headquarters of the ISI or Pakistan Army.
When armed persons declared me an enemy of ISI and Pakistan Army, and did wall-chalking in my neighborhood, I tweeted: "Since my last tweet about Ashraf Shah (an old friend of General Kayani who works at the office of the Prime Minister of Pakistan), sleep-torture from all directions continues as a red flag has appeared on his (Ashraf Shah's) roof, young men with weapons roam the neighborhood & wallchalking like these have been done around my house. Help me Rawalpindi Police, DG ISPR, FIA, Human Rights Watch."
Help came from nowhere as if the whole world had been forced to be a part of the ISI criminal conspiracy against me!
Anyway, on April 14, 2020, I went to the local police station with a 10-page application in which I officially informed the police the background of the ongoing ISI persecutions, especially the 2010 attack and my eight years of incarceration in the Garrison Capital.
On return from the police station, I tweeted: "My Application to Police to Register Case Against General Kayani & others. Today I went to the New Town Police Station in Rawalpindi, Pakistan, and handed over the following application to Station House Officer, Inspector Javed Iqbal Mirza. I am hopeful the ongoing sleep-torture will come to a final end and an FIR would be registered against the accused soon. PM Imran Khan talks about provision of justice according to the teachings of Islam. It is germane and central to the “New Pakistan” theory of the ruling party to bring all culprits to justice & come out of inertia!"
The Station Police Officer read my 10-page application while sipping a mug of strong tea. Then he politely refused to give me an "e-tag," saying: "You're a journalist and you know police can't do anything against the generals."
I kept visiting the police station amidst increasing threats from General Kayani's son Sarosh Kayani via the Kayani Youth Force, their family militia. Sarosh Kayani had gone crazy due to my police complaint against his godlike father General Kayani. I tried to persuade the police to protect me by registering an FIR against the powerful accused. However, on April 23, 2020, the police clearly refused to register a case according to the laws of the land. I tweeted on that day: "Today SHO New Town Police Station clearly refused to register FIR against Gen Kayani & others, saying Police can't do it against the former Armychief. He offered to book my neighbors. I rejected it. My neighbors are my family."
On May 13, 2020, I came under direct "military" attack and tweeted: "Awhile ago, two men snatched my phone and broke it without a reason outside the Iqbal Park (Rawalpindi). "Who're you," I asked. "I'm Malik Adeel from the Military Intalegence (MI)," one of them replied.
Then came the Sarosh Kayani-led attack on me at home. It was the eleventh-hour of May 31, 2020. As I live alone in Rawalpindi. Due to spinal injury, I couldn't walk. There was no cab in the neighborhood and my smartphone had been broken so I couldn't call Uber. When I reached the police station to report the attack, it was already midnight (June 1, 2020). Due to my painful condition I couldn't write an application. So, a kindhearted policeman inside the police station wrote this application in Urdu. I could hardly sign it.
Then the duty officer, Assistant Sub-Inspector (ASI) Dildar Hussain, wrote the following note in Urdu for the in-charge doctor at the Holy Family Hospital, Rawalpindi, to carry on medico-legal check-up on me. So, Constable Muhammad Jamil took me to the hospital.
At the emergency department of the Holy Family Hospital, I got injection, a prescription and the doctor x-rayed my spinalcord. Except the following receipt of Rs200.00 (which I paid for the single x-ray), the police kept all documents. Then we returned to the police station where the duty officer in the presence of suspicious men was anxiously waiting for us. I was told to come to the police station later on that day to go to the hospital for a detailed medical check-up.
On returning home (it was raining), I shot two tweets (at 3:41 AM. Jun 1, 2020): "I've just returned from hospital. Four hours ago, at 11 PM (May 31, 2020), Gen Kayani's son Sarosh Kayani with his team attacked me at home. They broke my laptop and cellphone; beat me brutally, targeting my spinalcord. Police sent me to Holy Family Hospital, where I got treatment... Tomorrow police would take me to hospital again before registering FIR (First Information Report) to initiate legal action against the former Armychief's son. Thanks to Subinspector Dildar, Dr Isbah and all others who helped me at the police station and hospital."
In the afternoon of June 1, 2020, I went back to the police station from where Constable Jamil took me to the Holy Family Hospital again for a detailed medical check-up that included seven x-rays of different parts of my body. I paid Rs1400.00 for the x-rays and got this receipt:
Days passed but no case was registered. My medico-legal report disappeared. On June 17, 2020, I tweeted: "Today the hospital handed over my medico-legal report to the police in my presence. Police can't take action cos the doctor, who'd to sign it, is suffering from Covid19. DMS (Deputy Medical Superintendent Holy Family Hospital) Dr Mubbashir told me to wait for another 17 days till Dr Sobia recovers from coronavirus. Torture?"
On July 25, 2020, I tweeted: "Today SHO New Town Police Station appointed Subinspector Imtiaz Shah as new investigative officer, the third one in 55 days. The SHO is silent on my medical report! Apparently, he's under pressure from ISI to protect Gen Kayani & his family. It's obstruction of justice."
The next day I tweeted: "Sources within Holy Family Hospital say that ISI Medicaldeath Squad (led by Mrs Babar Kayani, a doctor and sister-in-law of General Kayani) had changed my original medical report, forcing doctors to sign two fake reports to deceive court & save Sarosh Kayani. #JusticeForAll."
Tired of visiting the police station every day, and getting no help frustrated me. So, I met Sub-Divisional Police Officer (New Town Circle Rawalpindi) ASP Imran Khan and Divisional Police Officer (Rawal Town Rawalpindi) SP Mazhar Iqbal (a retired captain of Pakistan Army) at their offices. I requested them to register FIR.
When the Rawal Town Division Office of the Rawalpindi Police couldn't do anything to my application (Reference No. 1661 PSP, 4-8-20), I met Senior Superintendent Police (SSP) Operations Rawalpindi Police, Captain (retired) Tariq Walait, at his office, requesting him to register FIR against Sarosh Kayani & others. He referred my case back to SP Captain (retired) Mazhar Iqbal. But nothing happened, again.
So, I wrote the following email (with attachments) to the City Police Officer (CPO) Rawalpindi.
On getting no response to my email (in the age of e-policing), I wrote a traditional application and went to the Rawalpindi Police Headquarters. I tweeted on September 7, 2020: "Today I went to Rawalpindi Police headquarters with a new application. CPO Ahsan read it and phoned SHO New Town Police Station. Thanks, sir! Later I met SHO Mirza who said I'd be contacted. I Hope this time FIR against Sarosh Kayani would be registered. #JusticeForAll"
On September 12, 2020, I received this ambiguous SMS in Urdu from the Rawalpindi Police, rejecting my application to register FIR against Sarosh Kayani and others without giving a reason:
معزز درخواست دہندہ: آپکو مطلع کیا جاتا ہے کہ آپکی درخواست نمبری RWP-9/7/2020-7277 آفیسر SHO NEW TOWN 03097770724 کی جانب سے دی گئی رپورٹ جسکا مختصر خلاصہ رپورٹ جمع ہے،پر داخل دفتر کر دی گئی ہے"
After keeping me await for 100 painful days, the police refused registering FIR against Sarosh Kayani without giving a reason was really frustrating as my spinal pain was getting worst. So, I went to the office of the Regional Police Officer (RPO) Rawalpindi, and met Additional Inspector General Punjab Police Imran Ahmer with the following application:
I kept visiting the RPO office but they kept me await for a long time. However, during my last visit, the RPO sent me to the Senior Superintendent Police (legal) who told me bluntly that "ISI works like that" and the police can't do anything!
Now only one office of the Punjab Police was left. So, finally I logged an online complaint (No. 3356312) to the Inspector General of Police Inaam Ghani. Due to ISI stalking, I couldn't go to the provincial police chief's office in Lahore. Unfortunately, I got a rejection from there, too, in the form of another ambiguous Urdu SMS:

Sources within the Punjab Police claim that besides the influential families of General Ashfaq Parvez Kayani and Major-General Athar Abbas, ISI officers were directly involved in stopping the Punjab Police from taking legal action.
"After a ridiculous reply from New Town Police Station to my application to RPO Rawalpindi," I tweeted on October 17, 2020, "today I got a call from CPO Office: 'SHO says you didn't go for medical checkup!' 'A Colonel runs the Police Station,' I said. 'CPO must talk to ISI.' I'd gone thru medical checks on June 1, 2020."
Few days after the above tweet, on October 21, 2020, this news shocked the civilized world. ISI officers had reportedly kidnapped the Inspector General of Sindh Police in Karachi. This news further demoralized the Punjab Police. Therefore, from the Station House Officer in Rawalpindi to the Inspector General in Lahore, they all rejected my applications against the godlike generals and their families.
How ISI blindfolded the Punjab Police and tempered with my medical report? See here in the following documents of the police and hospital (obtained through various sources). In the hospital-entrance slip. They didn't write my surname, Sulemani, for unknown reasons. And see the age and other sections in the papers and absence of seven x-rays etc. There should be eight x-rays but the police did get only one.

Pakistani police reject case against General Kayani, Sarosh Kayani & others
For eight months – from April 14, 2020 to December 13, 2020 – the Punjab Police left me in limbo, as I moved from office to office to bring the Sarosh Kayani-led gangsters to justice who'd attacked me on May 31, 2020 at 11 PM.
However, on December 14, 2020, I was called at the Police Lines Headquarters in Rawalpindi. There the City Police Officer (CPO) of the Garrison Capital of Pakistan formally excused to register the First Information Report (FIR) against accused Sarosh Kayani (who's the son of former Pakistan Army Chief General Ashfaq Parvez Kayani) and others.

It appears that the typical military mindset of the previous millennium is changing at least in Pakistan. Probably the generals have realized the needs of the current millennium.
According to socialmedia reports, a Gilgiti rebel, Abdul Hamid Khan, chairman of the Balawaristan National Front, has come back to Pakistan after 20 years of self-exile in Europe.
I went to ISI Headquarters, asked General Faiz to stop persecutions
Today (August 27, 2020) during my second visit to the ISI Headquarters in Islamabad, I formally registered a complaint against the ongoing sleep-torture and other persecutions that I'm facing for over ten years. Through an application, I requested ISI chief Lieutenant-General Faiz Hameed to bring an end to the decade-long persecutions, started in 2010 when Lieutenant-General Ahmed Shuja Pasha was ISI chief.
General Kayani's son Sarosh Kayani attacked me
On sensing the looming dangers, I'd given an application to the Station House Officer New Town Police Station but he refused to register First Information Report (FIR) against General Kayani and others, saying that police can't do it against the former chief of Pakistan Army.
Then on May 31, 2020, General Kayani's son Sarosh Kayani-led gang attacked me at home. They beat me, broke my cellphone and laptop. Police took me to hospital.

ISI Coronavirus Attack on Me: FIR Against Former Armychief General Kayani & Others If I Die
Generals of the Pakistan Army are more equal than rest of citizens in the Islamic Republic of Pakistan. A general had declared the Constitution of the Islamic Republic nothing more than a bunch of disposable papers. Nobody dares to go to the police and ask for registration of a case against an accused retired general. Asking police to register a criminal case against an accused former armychief is beyond the imagination of Pakistanis.
Era of Coronavirus & Medical Education System
We're living in the Era of Coronavirus. Pakistani government goes on lockdown as coronavirus has been declared a global pandemic. Public gatherings have been prohibited officially across the country. Educational institutions, sports stadiums and banquet halls have been closed. The annual Pakistan Day parade (March 23, 2020) has been cancelled.
