Slight clarification:
What I'm looking for is a lot like the virtual COM drivers that make USB
hardware appear as a normal serial port (COMxx: in Windows, USBxx in
Linux). The remote device can NOT have any special hardware/software
running since it's an embedded device that is NOT running any normal OS.
Example: I can now telnet to the remote device and get a prompt as if I
was at a serial port terminal. I need to move that functionality to
applications so they think they're talking to a hard-wired port.

So apparently me ignoring the bounce messages on the main list
finally caught up with me and I was dropped overnight! Thanks Jerry

This program works really well and can turn any client telnet
connection into a local serial port. It can also work in the other
direction and be a telnet server to com port. Be sure to check all the
advanced options.
I use this to make GPS ports appears to windows programs from remote
telnet servers.
It's free, no crap bundled either. I've only tried the windows version.

Even though they also sell hardware, what I linked to is a
software-only solutions for what you're looking for.

I'm looking through the documentation while waiting for a 9am
appointment, it keeps talking about setting up the Device Server. I
don't HAVE a Device Server, all I have is a device that will answer a
telnet connection.
Guess I need to dig deeper into this.
