Plot Summary

Major Vic Deakins (Travolta) and Captain Riley Hale (Slater) are pilots in the U.S. Air Force who are assigned to fly a stealth bomber carrying two B83 nuclear bombs on a training mission over Utah. During the flight, Deakins ejects Hale and drops one of the bombs into a mine shaft, revealing that he has betrayed his country and intends to sell the warheads to a group of mercenaries led by Pritchett (Bob Gunton). Deakins then contacts the Pentagon and demands $250 million in exchange for the remaining bomb.

Hale survives the ejection and is found by Terry Carmichael (Mathis), a park ranger who agrees to help him stop Deakins. They track down the mercenaries to the mine shaft and recover the first bomb, but are captured by Deakins, who takes Hale as a hostage and leaves Terry behind. Deakins then transports the second bomb to a rail yard, where he plans to load it onto a train and detonate it in Denver, Colorado.

Terry escapes from the mine shaft and steals a Humvee from a nearby National Guard base. She meets up with Colonel Max Wilkins (Lindo), Hale's commanding officer, who leads a team of soldiers to pursue Deakins. They catch up with the train and board it, engaging in a gunfight with the mercenaries.
