In a progressive state like Maryland it is a shock that one can hunt black bears at all. If however, the numbers are too great and either the population is suffering or threatening the existing human population, I can understand the concept of thinning the her. HOWEVER, how can one come to that conclusion without an empirical study? Do the research first!!!!
