All of the questions on the survey will need to be asked if not doing energy audits. Some property owners and renters won't know these answers, but it's worth asking. There are questions about being willing to share specific usage data, I'm not sure if you are intending to put data loggers on their various appliances or were you looking for the overall energy use. If the answer is the later then you could ask the question just once and request permission to obtain utility billing data with a signature line they could sign to authorize NICE to access the data and also get their account numbers. NICE could then contact the utilities to obtain the usage data. However, if the intention is to log the data for specific appliances then getting utility billing data may not be necessary, but probably still beneficial.
 
The residential survey asks if you rent or own. You'll also want to collect the contact info for the owner if the home is a rental property.
 
When we spoke the other day I don't recall whether you planning to do distributed solar where systems are spread out across various residential and commercial roof tops. If this is the case then you'll need to ask ask some questions specific to solar, including:
1) Does the roof slope face south?
2) Are there shade trees on the south side? 
3) When was roof last replaced?
4) What is the roof life? 
5) What is the warranty on the roof?
6) What is the roofing material?
