System Resources

Under the Device manager we can view the System Resources on a per device
basis. This lists address ranges for the various system resources.

What is the format of this address? I was expecting the first 4 digits to
be the address segment, and the last 4 to be the offset, but this doesn't
seem to be the case. Does anyone know for sure the format used?

Specifically I'm wondering about Memory Addresses.
