How do I stop logon window?

I've done everything that the windows help files tells me to do to stop
the logon window at boot up and it still comes up.

I'm using the windows logon and I have cleaned out all the password
files (.pwl). The system is set as a desktop and still I have to resopnd
to the logon screen at bootup.

This then won't allow me to reinstall Office 2000 as it thinks this is a
multi-user machine and it will only install Office for the 'original'
user. I have no idea how this happened but I need to change back to a
single user machine.

How do I do this?

I'm using Windows 98.
