Just want to double check is there any pre-requisite for the client to
use this API ? say install Google Earth in the local machine ?

Hi,

You need a KML browser. I recommend the Google Earth plug-in on the
local machine.

You are right, only pligin you install Google Earth on your local machine, it is clear that to work you must have Internet connection.
