Geopolitical mapping

I have not 1 but 2 questions

1) Who is in charge of which parts of the globe
Is there a way to use Thematic Mapping to create a global map showing
the elected leaders for each country and is it possible to drill down
to show more localised results or do I have to create my own tiles and
if I do can these be created on the fly?

2) Direct clicking
How would I go about having the map link to a page rather than open a
speech bubble meaning a second click.
