Can't change Port number, Windows 7 x86

Hi
and thank you for making TLR!
I tried to change the port to 8010 or 8002 or 8050 or something,
because 8000 is already in use. It saves the Port number correctly but
it always uses port 8000. Restartin didn't help.
Any ideas?
