Hello again - longtime no see - Paradox startup problem

Hi
Nice new place!

Not doing any dev in Paradox anymore but I still have one legacy system that I try to keep working despite the best efforts of our IT overlords to break it.

One of my users has reported this morning that everything is huge on his screen (Paradox 9 R/T). Looks like a font issue.
Preferences looks like this

But Alt+H DOES bring up the font choice dialog and he can change fonts and restart Pdox without any noticeable change. Its as if Paradox is 'remembering' a huge font size. Or something

Target machine is W11. Is there something on W11 that allows a desktop to be zoomed in?

Is there a missing font or something?
Any other suggestions?

All fonts are this big on everything in just in Paradox? Not all of Windows?

Is this VM? or a Citrix type setup?

Are fonts OK on non Paradox items?

Maybe check this the "ease of access" settings?

Not much help but, I am running P9 R/T on Win 11 (latest build) without that issue. .
I'm leaning toward a setting on the PC
