Week 2.21 - Freestyle #21 (?!)

Those of you that have been keeping track will notice that 21 should not be the number of the next freestyle. Indeed, this is an oldie (but goodie, imo) from round 1 of the Cross Nerd series. Apologies if you've solved it already. New puzzle next week, for reals! If you haven't solved it before, then what are you complaining about?
