Welcome Readers !
In the following post I would explain you How To Create FTP File Sharing Server On Windows 10 and how to extend it's accessibility to other phones (Android/iOS)?

NOTE :  Before referring the post, please have a look in Attachments were I have attached a whole step-by-step video posted by Akshay Bhopani. It would further create a clear understanding of the process.

STEPS  /ALGORITHM :

1) Enable "Internet Information Services"  from Control Panel
Start >>Control Panel >>Programs >>"Turn Windows Features On or Off" >>"Internet Information Services" >>"Enable FTP Server"

2) To make Sharing more Accessible
Start>>"Change Account Settings" >> "Family&Other People" >> "Add Some one else to the PC" >> ....simple steps thereafter......

3) Launch "Internet Information Services"
  Start Search>>IIS

4) To add FTP site
IIS>> 'fall down arrow under connections sections' >> 'Sites' >>"Add FTP site" >> write a ftp site name >> follow step 5

5) To set path for FTP site
under Physical path section >> "..." Button >> Select the drive/folder you want to share >>Next

6) To know your  IP for further settings, meanwhile keep IIS program minimized
Start search >>cmd>>Type"ipoconfig">> Note the IP address of IP4

7) Some more Settings
Maximize IIS >> select the IP address that you note from Step 6 under  Binding Section >>If you want privacy modify SSL settings else keep unchanged>> Next >>under 'Authentication' click "Basic" >> click "Specified users"  under 'Allow access  to : ' >>add account name >> Under permissions depending on your usage change settings , better tick on all

8) Modify the securitys setting of shared drive
Start menu >> File Explorer >>Right click on the drive you want to share >> Properties >>Security >>"edit" button >> type the user name you want to access

9)  Change Windows Firewall Settings
Start Menu >> Windows Firewall Settings >>Note the FTP port numbers in Inbound and Outbound >> "New Rule" >> "Port" >> "Next" >> under 'specific local ports' , enter ftp port number >> Next

10 ) To establish connection with client devices.
For windows just type the ip address of  step 6 in search bar of browser then add server name and password. Similarly for Android phone , use
ES FILE EXPLORER >>FTP >>"+" >>add ftp:// 'ip address of step 6 ' >> add name of server and password you created
