Getting State and Federal Government to Make Changes to Current Housing Laws

So what do you think it will take, other then the Obvious, to get the
State and Federal Government to make Changes to house laws for the low-
income to require that Low-income or Income Controlled housing to
require the use of Energy Saving Technologies such as Wind and Solar
Power to help defray energy cost for Low-Income families or
individuals?
