Finally got some tuits together and updated Astro::Constants.  Other than improving the xml schema definition of the data file, the main gain for users is that all the values from NIST (non-planetary constants) have been updated to their 2018 CODATA values.  With the redefinition of the SI base unit system[0], many of the constants have changed down around the seventh decimal place.  The next release will include modules for those older standards, either by year or by standard name.

After v0.15, I'll really start blowing the trumpet because it's been over a year since the release of 2018 CODATA and I haven't seen Python, Ruby or R update their libraries yet.
