dear team,
 
attached is the proposed revised program of the NEDA visayas.  basically similar ang flow to what we suggested.  they are however proposing the following changes:
 
1. they'd like to invite sec. lito atienza for the opening program.  i will check with joy goco on the appropriate topic for him.
 
2.  they grouped the presentations of CC impacts and possible road map into 2:
resource based and usage or user based
 
3.  they changed the questions which the workshop groups will answer.
 
4. they want all the workshops to finish on day 1. originally may spill over tayo to day 2. morning of day 2 will be devoted to presentations of workshop outputs and discussion plus synthesis.
 
5.  they added a covenant signing - basically a commitment fo the aprticipants to carry otu (and in all probably flesh out in more detail) the actions discusseda nd agreed upon during the workshops and the am plenary.  (by the way, they are asking us to draft this covenant as part fo our service/support for this summit.
 
would appreciate your comments asap.
 
already told them that tony oposa will jhandel the legal and i will present on carbon finance or we can get someone else to do that.
 
with them presenting the summit output to the president, we can be sure the local officails will stay until the end.

Dear Bebet,

The terms commonly used for item #2 are:  natural systems and human systems.  Everything else seems okay to me.

Dear Bebet and all,

One additional comment.  Although Jett, Toni and the Sectoral Presentations will be made, it is essential that the data provided that is specifically relevant to the Visayas is made available to the workshop participants (ahead of time) and be included in the discussion on what their challenges, needs and solutions are.

The whole purpose behind this long process of drawing up sectoral scenarios was to provide each Regional planning conference some solid data on which to base their strategies.  Otherwise, we risk a shallow exercise that may not produce real transformative solutions.
