I read about this project on TorrentFreak and i find it exciting! I
cried when i lost my oink and demonoid account at about the same
time. I want this to never happen again.

I have baked a cake before. I think they have some neat ideas for
rapid dev, similar framework ideas to ruby right?
I am interested in starting a PHP version. I know that just about
every bittorrent tracker community uses PHP(but they don't have to.).
What about building tools to nit together existing BT communities?
Perhaps a plugin? I know the main project page talks about
TorrentStrike, perhaps building off this existing codebase?
I also checked out http://tracker.hydraproject.org/ Looks like people
could use this software today! The main features that I would like
would be Search, Sorting, and Statics such as the number of users,
torrents tracked, ect. Perhaps I could work on these?
