One thing I'd like to add to hydra is a fully public tracker option,
which will mostly entail having non-passkey routes for announcing and
scraping and ignoring IP restrictions.

This is a good question....
What do you guys think?
Would it be better to "fork" the project and just create a nice public RoR-based tracker?
Or just add a config option for public or not?
