Why do UMDF Madhesi Parties of Nepal Need Affirmative Supplementary Bill?
Leaders of almost all political parties' have clearly realized at this difficult transition period that whatever agreement Nepali Congress led SPA interim government signed with United Madhesi Democratic Front prior to Constituent Assembly elections has not only entrapped the government and obstructed the further democratic process but also has threaten the national integrity of Nepal.Therefore, the world has to know who really are these UMDF Madhesis and why they desperately need such an affirmative supplementary bill for the constitutional guarantee for their agreement.It has to be clear whether UDMF Madhesis are really one of the most marginalized communities of Terai, worst than landless indigenous farming Tharu communities, therefore it is urgent for the government to approve their bill for Constituent Assembly to endorse without the scrutiny of people's representatives of Constituent Assembly.
It has also been proved undemocratic with days of UDMF Madhesis' forceful obstructions of regular business of Constituent Assembly.This is indeed an attempt to barricade the revolutionary democratic change to give people's elected representatives right to scrutinize every bill that government endorses because the UMDF Madhesi leaders demand that Constituent Assembly should endorse their bill without questioning their agreement even it has been signed with the precondition for Constituent Assembly to make final decision. It is clear that the political bully of UMDF Madhesi leaders has gone off the limit from the street agitation to the Constituent Assembly.If they are again geared up for bullying to restrict change blocking entire nation from the street to the assembly then Nepal must not back off protecting its infant democracy and fragile national integrity at this transitional period.The government should immediately call for the national solidarity to defend nation from the elements of immoral and antinationalistic attacks against the aspiration of people of Nepal for an inclusive democracy.
First of all, the world community has to know that UMDF Madhesi leaders who represent Maithali, Bhojpuri and Avadhi dialects of Hindi lingual group of Terai do not represent entire Terai where diverse indigenous communities are still living in large population as active farming communities since Neolithic period of human civilization.Because they have been landless farmers and victims of modern day slavery http://abcnews.go.com/WN/story?id=5312009&page=1 throughout the nation UMDF Madhesi leaders cannot overrule their political stake as independent of Madhesi political domain.
As a matter of fact, the world community and the modern Nepal will have to uplift such indigenous communities of Nepal for their socio-political and economic independence in building their communities, which had been taken away since the invasion of Ganges delta by Indo-European Pursian-Caucasian-Hindu rule long before 5th century BCE.Both Pahadi-Hindu and Madhesi-Hindu are Indo-European Pursian-Caucasian-Hindu ethnic groups that have made the indigenous communities of Terai their farming slaves, even though Pahadi-Hindu rulers marginalized Madhesi-Hindu communities. Nonetheless, the second-class masters by no means can represent their slaves who have been politically liberated as landless farmers of the Federal Democratic Republic Nepal.Therefore, Terai indigenous communities must establish their own state independent of one-Madhes-one-province of Madhesis' political domain.
If this political reality is not acceptable to UDMF Madhesi leaders as historical facts based on the modern anthropological and scientific studies for Terai indigenous communities to have their own states under the Federal Democratic Republic of Nepal as independent of Madhesi politics of power then it is Madhesis' political agenda vested with the foreign interests – it is an agenda clearly backed by India.If not why UDMF Madhesi leaders outright object the SPA approved all-inclusive supplementary bill, which has been endorsed by the government?
What is wrong with the governments' supplementary bill that states to amend the article 138 (1) for the formation of a commission, which will recommend restructuring of the current unitary state with the progressive (electoral) democratic federal system as per the consensus and agreements between government and UDMF, National Federation of Indigenous Nationalities, Ethnic Indigenous United Revolution Committee, and Federal Republic National Front?Why does SPA government has to bow down to the intimidations of UDMF as per the warning of Upendra Yadav - "We have put our points before the three parties. If the bill fails to ensure what was agreed then, we till continue our protest?"The question that why UDMF Madhesis need desperately the affirmative supplementary bill that endorses their agreement with the government without even letting people's representatives express their consensus is an attempt to bully the people's mandate with the power of foreign interest that is heavily invested with high cost for a profile to cause public unrest unless 'one-Madhes-one-province' guaranteed for entire Terai.
It is unfortunate that Nepali people's aspiration for inclusive democracy at this transition period has been crushed by the puppets of foreign interest and would be one of the most corrupts politicians of Nepal.The history will witness corrupt politicians like Jay Prakash Gupta and Mr. Gachhedar whether can uplift lives of marginalized Madhesi communities such as Dalits from their autonomous Madhesi state or keep them as under the new code of the modern slaves as an Indian style servants of their enclaves.
Therefore, SPA leaders must question earnestly among themselves "why do UDMF Madhesis need desperately the affirmative supplementary bill that endorses their agreement with the government without even letting people's representatives express their consensus?"If they have really made the movement and sacrificed for establishing the electoral federal government system in a new democratic Nepal for the right of all diverse ethnic and indigenous communities to establish their states why then UDMF Madhesi leaders have outright rejected SPA's supplementary bill with intimidations.What gives them power unless otherwise given by the South Asian superpower if not they are irrationally bond to be politically unethical and personally corrupt and immoral.
