Definitely, it has not yet been public whether main political parties
have ever been doubtful of those Madhesi political parties' agenda,
which demand repulsively one Madhes and one province or one autonomous
Madhes, what if it is vested with a future format of disintegrating
the nation. However, they must have smelled a rat from such a grand
ambitious agenda, which can have a scheme of a long-term political
strategy to disintegrate the nation.
If such a smell is not substantial, then why do these Madhesi leaders
who represent Maithali, Bhojpuri and Avadhi dialects of Hindi lingual
group of Terai in Constituent Assembly are not willing to accept the
fact that indigenous nationalities of Terai such as Tharu and Dhimal
are not part of their Madhesi lingual group. Therefore, Terai's both
indigenous and Pahadi nationalities can by no means be Madhesi with
their ethnicity, culture and linguistics.
Skepticism in politics sometimes is more productive than
counterproductive, predominantly regarding national integrity.
Therefore, the reason why these Madhesi leaders are so obnoxious,
particularly Madhesi Janadhikar Forum's chairman Upendra Yadav, for
giving other ethnic groups of Terai their own autonomous states out of
'one Madhes one province' agenda is an element of conspiracy that
these Madhesi leaders are vested with the hidden memorandum of a long
term regional socio-political, economic, physio-geographic and
demographic strategies of northern states of India.
For example, if they succeeded with the supplementary bill for the
constitutional provision of an autonomous federal state of 'One Madhes
and one provice' it will assure India water resource monopoly over
Nepali rivers for its two large states Bihar and UP. The smell of a
rat is unavoidable therefore that these Madhesi leaders are invested
with Indian's regional interest to take unnecessary advantage of
federal system with misleading political propaganda.
Madhesi Janadhikar Forum's chairman Upendra Yadav's statement on July
4, 2008 published on The Hindu that establishing a single province of
"one Madhes one region" wound not disintegrate Nepal is one of the
instances of political propaganda based on the false argument – "if
establishing autonomous state would mean disintegration, then the
United States of America and India would not be what they are."
For Mr. Yadav's information that United States of America's federal
states are union states. Today on July 4, 2008 it is union's 232
years. Each state of America had first joined the union then became
the federal state. None of United States' state is declared
autonomous state except Puerto Rico as self-governing commonwealth.
However, the states have evolved according to time and circumstance
with more responsibility bearing local government systems, which can
function as self-sustainable autonomous government.
India too is a union of states. But federal states of India as union
of states have not evolved as United States' states in local
government level. Therefore, it is still considered as political
system that has some federal features, which are circumscribed with a
built-in unitary core. There is no autonomous state with self-
governance in India because there is no such provision in the
constitution. Most states of India basically formed originally as
linguistic states.
Politically, any other party leader who makes his or her statement
public on line of Madhesi Janadhikar Forum's chairman Upendra Yadav –
"Establishing a single Madhesi autonomous state on the basis of one
Madhes on province" without realizing the crux of Madhesi agenda will
therefore obviously help disintegrate the nation. The issue has at
this transition period become serious political responsibility of all
Nepali nationalities on the glob to find out the fact about Madhesi
agenda's probability for a long-term political-strategy India.
One of the elements of agenda, which might evolve in next decade if
not earlier, is an attempt to merge Madhes with India as a state with
affirmative privilege status. Since the federal system of Nepal has
no union of states for the formation and if Constituent Assembly set
the constitution provision out of the unitary state structure for
Madhesi to be an autonomous state on "one Madhes one province" basis
then an autonomous state can easily breakaway from Nepal to join
India.
In order to join the union of India of the federal system it has to
fulfill certain constitutional criteria of India such as linguistic,
size of the territory, demography and length of physio-geographic
boundaries. Not necessarily all Madhesi leaders, but Madhesi
Janadhikar Forum's chairman Upendra Yadav for sure is aware of these
criteria and therefore he is particularly insisting on 'one Madhes and
on provice' from Mechi to Mahakali for greater demography and
boundaries.
Primarily, Madhesi people's movement for federal system of government
was inspiring for public awareness. However, when the movement
exceeded with violence and SPA government under Nepali Congress
leadership of GP Koirala politically failed to handle the situation
then India had to involve. Since then some Madhesi political leaders,
especially Madhesi Janadhikar Forum's chairman Upendra Yadav has
become ambitious with their agenda with the long-term political
strategies. Even nationalist Madhesi political parties' leaders have
been succumbed to this agenda without knowing politics of it. But
most of nationalist Madhesi leaders have learned to refrain themselves
from the agenda.
I am sure there are thoughtful politicians who can see the consequence
of Madhesi agenda in term of socio-political and economic
(particularly the domestic) strategy that will chop Nepal into two
slices one with all the cream and juice and other arid and dehydrate.
In my opinion, it is Terai, which can make Nepal rich with its
resources of agricultures and industries with the vast market of
India. Once Terai builds up with east-west transport system of double-
line electric railway system it will be conglomerate industrial Terai
as one of the globally notable producers and suppliers of South Asia.
Madhesi agenda is therefore national crises that can in many ways
threat the national integrity and undermine the prosperity of entire
nation.
Nepal's federal government system must be based on the ground that the
greater the number of federal states stronger the national integrity.
Since Nepal is not forming its federal states with the union but
restructuring state from the unitary government system into federal to
run states and local government on the electoral representation basis
for the direct participation of people in nation building processes
for the socio-political and economic development, the states should be
many but not just "one Madhesi province" for entire Terai.
At this point in history, if Nepali Congress led SPA government
endorsed a large state as per Madhesi demand 'one Madhes one province'
and Constituent Assembly votes it for the constitutional amendment
then it will be disaster for the entire nation. The country will have
political unrest for a long period of time, which will in the end be
disintegrated without political mentors and leaderships. The Madhesi
demand for 'one Madhes one province' or for a large autonomous state,
henceforth, as agenda is vested with the political conspiracy that can
possibly disable the entire nation, if not disintegrate it without
more ado.
