Is The Guide still being updated?

Okay, I went to the link for this community site for The Guide and I was surprised to see it active with people still making request yet the program hasn't been updated for some time and looks like it's been dropped so why are you all still making any request at all? The program hasn't been updated since 2008! Am I missing something here?

Perhaps some are just unaware that it's no longer supported. Or,
maybe they're being optimistic? But despite that it's no longer in
development, I think the current features are still adequate for
simple note taking/organizing (such as recipe or drink mixes). For
more advanced and robust data capturing, I'd definitely use OneNote.

Even if I didn't dual-boot my notebook I wouldn't use OneNote for
anything; I don't like tying myself to any one OS.

I've tried just about all of the outliners available
(https://en.wikipedia.org/wiki/Outliner), but after using The Guide
(PortableApp.com), which was the first outliner I tried. After that I
started using platform independent outliners, exclusively.

Keepnote is pretty good, and is still installed on my notebook; I can't
remember why I stopped using it though, but I now use Vault 3.

Vault 3 has the basics, which is all I need, plus encryption, platform
independence, USB thumb drive installation is also an option. Vault 3 is
still active, last release was March 13, 2012. Eric seems open to
feedback, I sent a feature request for color theme control.
