It is not unreasonable that how bees communicate distance and direction of a food/water source would vary slightly not only from colony to colony but also from bee to bee. They are living organisms... not computers. It would not be too much of a stretch to think that there would be a "close enough" element in the waggle dance... especially when considering that the waggle dance is a learned response.
