It is not unreasonable that how bees communicate distance and direction of a food/water source would vary slightly not only from colony to colony but also from bee to bee.  They are living organisms... not computers.  It would not be too much of a stretch to think that there would be a "close enough" element in the waggle dance... especially when considering that the waggle dance is a learned response.

In the case of waggle dancing on swarms to advertise super-cozy but really obscure entrance locations, how do they convey that hidden location?  Enough scouts have to discover it to account for a majority.

I’m about to return a Seeley book, Piping Hot Bees and Boisterous Buzz-Runners, to the library tonight. It provides some clues. If I understood it right, there are leaders of the swarm pack who have already been there that fly above the rest, helping guide the rest to their final destination. Worth reading!!!

Close enough so other senses like smell and color of flower can get them the rest of the way.  It’s like when GPS says your destination is to your right but is 1/2 a block off, other information takes you to the correct door.
