I have frames of capped honey and pollen, left outside in weather over the winter storms that I left out for bees to rob/forage. As bees uncap the honey, it has a funny sour smell. Some of the capping did look moldy - should I be concerned?

Posting about it means you are concerned.  Its possible that they capped the honey before it was sufficiently dehydrated.  I've seen where feeding honey gone bad to bees has caused dysentery as detected by brown poop splotches on the outside of the hive.

I was recently talking to someone about there being a market for fermented honey.

Taste it, then you will know if it is fermented or not.  It shouldn't do you harm and you can spit it out if it tastes bad.

Yeah I was concerned but never gotten around to removing honey frames.  Bees seem to be selective of which honey cells they consumed and so far no signs of dysentery.  Most pollen cells were untouched.  Bees are happy foraging for real nectar and pollen - mustard greens in full bloom.
