In need of a mated queen (I think)

Folks,

I appear to have a queenless, broodless hive. There was some brood a couple of weeks ago but I couldn't locate the queen. Then travel and cold weather got in the way. I just inspected, and found busy bees and one emergency cell in the middle of a frame, which I don't recall seeing when I last inspected. 

Is a mated queen the right course of action, or should I let the emergency cell run its course?

I normally let bees take their course.  If you have a second hive you may want to increase numbers on mating nuc by adding a frame of capped brood.  If the mating nuc isn’t successful you can always purchase a mated Queen next month.
