KEY DEVELOPMENTS
· With support from USAID’s Office of U.S. Foreign Disaster Assistance (USAID/OFDA) and other donors, relief agencies continue to remove rubble from earthquake-affected areas. On July 20, CHF International reported clearing more than 158,000 cubic meters of rubble throughout Port-au-Prince —an increase of nearly 75,000 cubic meters since the figure reported on July 2—through a USAID/OFDA-supported rubble removal program. CHF International has sent nearly 50,000 cubic meters to CHF International’s program, which recycles rubble into usable material for recovery efforts.
· USAID/OFDA and other donors continue to support the repair of houses deemed yellow—or safe for inhabitation following repairs—by the USAID/OFDA-funded habitability assessment. In recent months, USAID/OFDA provided a second tranche of funds totaling $2 million to the Pan American Development Foundation (PADF) to continue repairing yellow houses. To date, with the second tranche of funds, PADF has completed repairs to 639 yellow houses out of its goal of 1,800, with an additional 177 repairs underway.
· On July 14, USAID/OFDA staff visited the International Organization for Migration (IOM) warehouse in Jacmel, Southeast Department, where IOM prepositions cholera and emergency preparedness commodities with USAID/OFDA support. According to IOM, most requests for cholera-related commodities at the Jacmel warehouse are from smaller non-governmental organizations (NGOs) working in rural and difficult-to-access areas.

Context
· On January 12, 2010, a magnitude 7.0 earthquake struck southern Haiti , with its epicenter located 10 miles southwest of the capital, Port-au-Prince . The earthquake killed an estimated 316,000 people and affected approximately 3 million others, according to the GoH. On January 13, U.S. Ambassador Kenneth H. Merten declared a disaster due to the effects of the earthquake. In response, the USG provided more than $1.1 billion to meet humanitarian needs in Haiti in FY 2010, including more than $716 million from USAID.
· In the year following the earthquake, humanitarian efforts met the immediate needs of earthquake-affected populations by providing safe drinking water, food, household items, shelter, sanitation facilities, and health services. USAID continues to work closely with other USG agencies, the GoH, international organizations, the U.N., and NGOs to coordinate ongoing efforts and facilitate the transition from emergency relief activities to recovery operations while addressing identified humanitarian needs.
· On October 22, 2010, Ambassador Merten issued a disaster declaration due to the cholera outbreak. USAID/OFDA’s emergency cholera response plan focused on preventing cholera cases, reducing the number of cases requiring hospitalization, and reducing the CFR. The plan included four elements: provision of chlorine to increase availability of safe drinking water, expansion of national hygiene education outreach, provision of sachets of oral rehydration salts and medical supplies, and an increase in the number of cholera treatment facilities (CTFs), particularly in underserved and rural areas. USAID/OFDA recognizes that cholera will likely remain present in Haiti for several years and that the current rainy and hurricane seasons may cause additional caseload spikes.
· USAID/OFDA program office staff remain in Haiti to monitor the evolving humanitarian situation, enhance coordination, and monitor ongoing USAID/OFDA-funded response activities for both cholera and the earthquake. USAID/OFDA is working closely with USAID/Haiti, USAID/OTI, CDC, and the humanitarian community to coordinate efforts and facilitate a smooth transition from emergency relief activities to development programming.
Shelter and Settlements
· During a July 18 site visit in the Nazon neighborhood of Port-au-Prince , USAID/OFDA staff observed building repairs, conducted by PADF and sub-awardee Miyamoto International, ranging from simple cracks to severely damaged load-bearing walls and columns. USAID/OFDA staff examined repairs to both two-story buildings and single-story buildings with concrete roofs. PADF and Miyamoto International noted that two to three families often reside in the repaired two-story houses. To date, USAID/OFDA has provided more than $108 million to support earthquake-related shelter and settlement programs in Haiti in FY 10 and 11.
· USAID/OFDA staff met with World Concern Development Organization (WCDO) on July 14 to discuss ongoing transitional shelter and yellow house repair programming in Port-au-Prince . WCDO reported that all engineers involved in yellow house repair attended repair trainings conducted by the GoH Ministry of Public Works, Transport, and Communication and developed by PADF and Miyamoto International. In 2010, WCDO completed 878 yellow house repairs, 378 more repairs than its target of 500.
Health
· As of July 18, the Pan American Health Organization (PAHO) reported 229 functioning CTFs throughout Haiti ’s 10 departments. In addition, PAHO reported 858 functioning oral rehydration points (ORPs) throughout Haiti . To date, USAID/OFDA has provided nearly $40 million for cholera response activities in Haiti , including the establishment and operation of more than 30 CTFs and nearly 130 ORPs.
Hurricane Season Preparation
· On July 20 and 21, the GoH Department of Civil Protection (DPC) conducted hurricane simulation exercises in West and Southeast departments. USAID/OFDA staff observed the July 20 exercise at the national emergency operations center in Port-au-Prince , and the department- and commune-level emergency operations centers in Jacmel, Southeast Department, and Tabarre in metropolitan Port-au-Prince . The July 20 exercise simulated the events leading up to a significant storm, while the July 21 exercise simulated a hurricane response. The multi-donor-funded exercise included support from USAID/OFDA and USAID/Haiti.
· USAID/OFDA staff recently met with IOM and the U.N. World Food Program (WFP) to discuss hurricane season preparedness. With USAID/OFDA support, IOM is surveying potential evacuation centers for internally displaced persons (IDPs) and other vulnerable populations in the event of a major storm. IOM is also establishing flood-related evacuation preparations, such as identifying roads and buses, and publicizing action plans through radio messages, while WFP is working with the DPC to map critical roads.
· USAID/OFDA staff also recently met with the U.N. Office for the Coordination of Humanitarian Affairs (OCHA) to discuss hurricane season preparedness. OCHA works with NGOs and cluster lead agencies to monitor levels of emergency relief commodities available in Haiti . The U.N. Children’s Fund (UNICEF)—the lead agency for the Water, Sanitation, and Hygiene (WASH) Cluster and the coordinating body for WASH activities—and OCHA are working to inventory the exact numbers of WASH commodities available in the event of a major storm.
International Humanitarian Assistance
· USAID/OFDA staff attended a meeting regarding the mid-year U.N. Consolidated Appeal (CAP) for Haiti and current humanitarian situation. According to Resident and Humanitarian Coordinator for Haiti Nigel Fisher, the U.N. removed projects not considered mid- or high-level needs and reduced the CAP from $900 million to $396 million. As of July 8, the international community had pledged a total of $198 million—approximately 52 percent of the revised CAP.
· As reported on June 22, PADF received $2 million from the Clinton Bush Haiti Fund and $1 million from a private construction equipment company to conduct yellow house repairs in Léogâne, West Department, near the epicenter of the January 2010 earthquake.
· State/PRM has contributed $1,000,000 to the Office of the U.N. High Commissioner for Refugees (UNCHR) to support protection and humanitarian assistance activities for IDPs and host communities on the Haitian side of the Haiti–Dominican Republic border.

Public Donation Information
The most effective way people can assist relief efforts is by making cash contributions to humanitarian organizations that are conducting relief operations. A list of humanitarian organizations that are accepting cash donations for cholera efforts in Haiti can be found at www.interaction.org. Information on organizations responding to the humanitarian situation in Haiti may be available at www.reliefweb.int.
USAID encourages cash donations because they allow aid professionals to procure the exact items needed (often in the affected region); reduce the burden on scarce resources (such as transportation routes, staff time, and warehouse space); can be transferred very quickly and without transportation costs; support the economy of the disaster-stricken region; and ensure culturally, dietary, and environmentally appropriate assistance.
