This free download provides the Microsoft DirectX Redist Runtime, which is required for many games to play properly. The download is the offline installer, so no Internet connection is required for installation of DirectX.
The offline package can be used in situations in which the web installer cannot be used because of a lack of Internet connectivity. This package is larger than the web installer and does not include the language packs. We recommend that you use the web installer instead of the offline installer for optimal efficiency and bandwidth requirements.

The .NET Framework 4.7 WPF features take a dependency on D3DCompiler_47.dll. By default, this D3DCompiler_47.dll isn't present in Windows 7 SP1, Windows Server 2008 R2 SP1, or Windows Server 2012. Therefore, these platforms require D3DCompiler_47.dll to be installed for the .NET Framework 4.7 WPF features to work as expected. To find the correct version i analyzed the error message. If the missing file is for example d3dx9_41.dll, it means that DirectX-9 version 41 is required. The list below shows the available DirextX-9 versions, the version can be found at the third column. This gives you a clue of what to search for, the keywords directx Mar2009 lead me to the microsoft download page.
The DirectX built into Windows 10 is compatible with DirectX 9, 10 and 11.
So you shouldn't try to install an older DirectX version manually at all. You can really screw up your Windows installation that way.
Unfortunately, there are a lot of programs (mainly old games) that try to install DirectX by themselves or test for the presence of a certain DirectX version in an incorrect way, which causes them to miss that DirectX is already present.
Sometimes it helps to run the installer in "compatibility mode" for XP-SP3.
In some other cases, you can force the installer to continue anyway and the game will just work despite the errors during the installation.
And sometimes you are just out of luck.

On the Standalone installer, after you run it, it will ask you to specify a directory where the installation files should be extracted. Specify a directory and extract the files. In the extraction directory, run DXSETUP.exe, which will install all components of DirectX 9.0 / legacy DirectX SDK. I can confirm that the Standalone installer works and can be installed on Windows 10. I installed it just before I posted this answer.
This DirectX End-User Runtime does not change the version of DirectX, but does install a number of optional side-by-side technologies from the legacy DirectX SDK that are used by some older games. For a detailed explanation see
Not all components of DirectX 9.0c / legacy DirectX SDK are installed by default on modern Windows OSs (until Windows 11) even if DirectX 11 or 12 is already pre-installed, so you may still need to install the DirectX 9.0c June 2010 update for games that use DirectX 9 or earlier DirectX versions.
try to write directx offline installer in Google, the first link leads to the microsoft website, download, unpack and install the directx package. ( -us/download/details.aspx?id=8109 ) it may help, the problems are probably with games on directx below 12. also try to download Visual C++ Redistributable Runtimes All-in-One (on the website comss.ru the site of the anti-virus software) has this package.
I'm happy to help, you can find lots of good guides on youtube for when your PC crashes/reboots, I recommend watching several and reading the comments as sometimes they are close to right but there are often other better videos or a few things you can do different.
Try removing any OC from your processor and see if it helps, since you didn't OC the GPU seems like it would be OK you could slightly downclock it in a test, things like that to make it less demanding to see if it's a thermal problem. Always use AMD Cleanup Utility or DDU in safe mode. Then reboot and install the latest drivers.
It appears the more demanding games are working and the somewhat older and not as demanding are not. There are some problems with some games, if your benchmarks and stress tests are not causing problems, I'd look closer at the specific games.
Interesting what were the errors in OCCT? It's probably a good time to think about RMA, if another similar card is not having the problem, it points to the card, if you search you will find people with the higher end cards like you saying 850 minimum maybe not enough, if you can borrow or somehow test in a higher PSU or look at the watts it's drawing with something like hardware info 64 or a voltmeter. Look into other troubleshooting, the fact that the 2060 doesn't use as much power and works is a clue. Always keep in mind it could be something in the drivers and a conflict with the game, but those games I think are OK, they should run, except DayZ has graphical problems but should run, I hope you get a solution.
If you have errors on the OCCT stress test, it is possible that the video card is not in order, try disconnecting one of the monitors from the video card, for the sake of interest, or else try to run stress tests for a video card like Time Spy or Night Raid, perhaps the power supply does not pull, although in theory 500 watts of a good power supply should suffice, or 700+ with a margin if you do not overclocking. I have an i9 9900k + rx6900xt sapphire + 16GB of RAM, and all games are on ssd, the system does not consume 500 watts in games (depends on the game). I hope that the problem is not in the video card, you can also run the latencymon utility and use it to determine which of the drivers can give an I/O delay or an error. Alternatively, try to partially remove the overclocking of the video card, slightly reduce the frequency by 100 MHz.
Just wanted to share that I have a similar issue with a 6900xt, ryzen 5600x and asus b550-i mobo, and 850w PSU. Every game crashes within about 15 minutes on lowest graphics settings. When using medium-high settings, games crash within 1-3 minutes.
The following update notes indicate a black screen issue caused by enhanced sync. Disabling it did not help in my situation.
